فساد به عنوان يكي از واقعيت هاي ناميمون جامعه امروزي،‏رشد بي سابقه اي در نظام اداري،‏سياسي و اجتماعي داشته است . چنان كه رويدادهاي اخير نشان داده است ،‏ هيچ كشوري با هر ميزان ثروت و قدرت نميتواند ادعا كند كه از پيامدهاي مخرب فساد كاملاً مصون است . فساد انواع مختلفي دارد كه فساد مالي،‏اخلاقي،‏سياسي واداري از جمله مهم ترين آن است. فساد اداري كه ناشي از عوامل بوركراتيك است محصول نظام اداري ناكارآمد ،‏ بوروكراسي منفي،‏نظام مديريت غيرموثر و فقدان نظام شايسته سالاري است . براي مقابله با فساد راه حل هاي متفاوتي ارايه شده است . اين مقاله در تلاش است با رويكردي نوين ،‏ ريشه فساد اداري را فراتر از عوامل شكلي و خرد تحليل نموده و با ديد كلان و جامع نگر به بررسي موضوع بپردازد. در اين راستا به تحليل رابطه فساد و الگوي حكومت داري پرداخته و بر اين نكته تاكيد دارد كه فساد متاثر از نوع رابطه دولت با ساير بخشها و نقش،‏جايگاه و كار ويژه آن در جامعه است.

Corruption as one of unfavorable realities of modem society has unprecedentedly increased in administral, political, and social systems of the world. No country with any extent of wealth and power can not claim that it has been safe from its ruinous consequent. Corruption has various kinds that financially, moral, political and administral ones are the most important corruption, caused by bureaucratic factors, and produced by bureaucratic factors, are produced by inefficent adminstral system, negative bureaucracy, lack of merit system, and non - effective management system. , This paper intends to analysis the root of corruption by using new approach. Therefore, we analysis the relationship between corruption and the model of governorship and we emphasize that corruption is created by the kind of government relationship with other sectors and its special function and role in society. On this base, good governorship model is introduced as a modem model for decreasing corruption and increasing official health, and the relationship between the mentioned model, and official corruption is explained.
