بررسي عوامل كاهش ريسك در طراحي و برنامه‌ريزي راهبردي

آينده نگاران بيان مي‌دارند كه دنيا به سرعت در حال تغيير است و توسعه و پيشرفت و كسب مزيت رقابتي در شرايط كنوني چيزي نيست كه بدون برنامه‌ريزي بتوان بدان دست يافت. در اين راستا،برنامه‌ريزي، مديريت و تفكراستراتژيك، رويكردي است جهت توسعه، دوام و بقاي سازمان‌ها، منتهي به نحوي كه به صورت اصولي و اثربخش اجرا شود. تجربيات شركت‌ها و سازمان‌ها در به كارگيري اين فرايند همواره توام با موفقيت نبوده است و كم توجهي سازمانها به آن، مقدمات ناكامي و شكست اين برنامه را به دنبال داشته است. استراتژي كارآمد مهم‌ترين عامل براي بقاي سازمان در مواجهه با مخاطرات متعدد در شرايط حال وآينده سازمان است. توسعه و تقويت نگاه و تفكراستراتژيك در سازمان از طريق تدوين و اجراي طرح‌ريزي استراتژيك مناسب و دقيق امكانپذيراست. اين مقاله، ابتدا به تعريف مديريت پروژه، استراتژي، ريسك و مديريت ريسك، برنامه راهبردي و موانع اجراي برنامه راهبردي مي‌پردازد، سپس پياده‌سازي استراتژي در عمل و ارتباط مديريت استراتژيك با مديريت تغيير، مديريت ريسك، مديريت دانش و مديريت فناوري اطلاعات ارايه مي‌شود و در ادامه پس از شناسايي عوامل موثر در كاهش ريسك زمان طرح ريزي تا پياده سازي برنامه راهبردي در يك سازمان صنعتي (شركت صنايع الكترونيك ايران)، ميزان تاثير و اهميت اين عوامل احصا و با كمك آزمون‌هاي آماري مورد بررسي و تحليل قرار مي‌گيرد.

Foresighters argue that the world is in speedy transformation and the growth as well as development and gaining competitive advantage at current conditions can not be materialized without planning. In this line, planning, management and strategic thinking are approaches for development, sustainment and survival of organizations provided that they be executed in effective and principle manner. The experiences of corporations and organizations in using this process do not show success, and inattention of organizations to it, prepared the ground for failure of such plannings. Sufficient strategy is the most significant factor for survival of any organization in facing with various risks in its now and future conditions. Developing and promoting strategic view and thinking in organization is possible through formulating and executing suitable precise strategic planning. This paper, first defines project management, strategy, risk and risk management, strategic planning and obstacles for execution of strategic planning. Then, practical materialization of strategy and strategic management relations with changing management, risk management, knowledge management and Information technology management are introduced. In continuation, after identification of proactive elements in reducing the risk of planning time to materialization of strategic plan in an industrial organization (Iran Electronic Industries Company), the rate of impact and significance of such elements are counting and by statistical tests, they are reviewed and analyzed.
