كاربرد قدرت نرم از ناحيه استكبار؛ رويكردي قرآني

Exercise of Soft Power by Arrogant Forces (istikbar), a Quranic Approach

اگرچه قدرت، مسيله محوري سياست است، اما وجوه مختلف برآمده از قدرت، حكايت از ماهيت و كاروي‍ژه‌هاي خاص آن دارد. «قدرت نرم» كه بر وجهه «جذابيت» تاكيد دارد، در واقع، تلاشي است كه بازيگر از طريق به كارگيري آن درصدد «همانندسازي» جامعه رقيب و پيشبرد اهداف است. خط‌مشي قرآن كريم بيانگر حضور فعال دو جريان الهي و استكباري است. جريان‌هايي كه با ماهيت متفاوت و غايت خاص، در مقابل هم صف‌آرايي مي‌كنند و همواره خداوند متعال در آيات متعددي به اين امر اذعان كرده است. جريان استكباري به سردمداري ابليس و اطرافيانش در برابر حق، تكبر ورزيده و درصدد‌ است از هر طريق ممكن (سخت و نرم) مانع از پذيرش حق از ناحيه مردم شود. تقابل و رويارويي اين دو جريان در قالب دو جنبه ايجابي و سلبي قابل پيگيري است. اين نوشتار تقابل جريان استكباري با جريان الهي حاكم بر سياست در قرآن را با اهتمام به كاركردهاي ايجابي و سلبي قدرت نرم با استناد به آيات قرآن مورد كندوكاو قرار مي‌دهد. در اين راستا، استفاده از وجوه نرم‌افزارانه قدرت از ناحيه استكبار در دو سطح «اركان» و «شيوه‌ها و تدبيرها» در پاسخ به اين سوال كه «چگونه جريان استكباري از طريق كاربرد قدرت نرم به پيشبرد اهداف خود در مقابل جريان الهي مي‌پردازد؟» با به كارگيري روش «تحليل محتواي كيفي» مورد تدقيق قرار گرفته است. جريان استكباري با به‌ كارگيري اركان «جامعيت»، «استمرار»، «سياست گام‌به‌گام» و «بهره‌برداري از نقاط ضعف» از طريق تدبيرهاي سياسي، اقتصادي، فرهنگي و رواني مي‌كوشد با شيوه‌هايي همچون تهديد، تحقير، تطميع، تهمت زدن، شايعه‌پراكني، سازش‌كاري، تحريك احساسات و در نهايت، جوسازي و انحراف افكار عمومي، مخاطبان پيام توحيدي را اغفال نمايد و درمقابل جريان الهي صف‌آرايي كند.

Though "power" is pivotal in politics, its various components signify its specific nature and functions. Among these, "soft power" insists on "attractiveness” and it is essentially an endeavor on the part of the actor in order to simulate the rival society and proceed with its objectives. One basic Quranic concept is the active presence of two opposing trends, one Divine and the other the Arrogant Forces, i.e. those two antagonistic powers that come face to face with each other, a fact mentioned throughout the Holy Book. The Arrogant Forces headed by Satan and other evil forces stand against the Truth and try by all means (whether soft or hard) to abstain people from following the right path. This article scrutinizes the confrontation of these two opposing forces in politics by relying on affirmative and negative features as they appear in the Quran. To answer how the Arrogant Forces proceed with their aims in defiance of the Divine trend by exercising soft power, the article has used "qualitative content analysis". It is concluded that the Arrogant Forces execute their policy by relying on four major strategies, namely comprehensiveness, continuity, step by step policy, and utilization of the rivalʹs weak points, through political, economic, cultural and psychological methods. To do this they resort to means such as threat, humiliation, enticement, slander, spreading rumors, compromise, emotional stimulation, creating a hostile atmosphere and deviating public opinion, all for the sake of deceiving the believers into rising against the divine injunctions.
