Globalization and New Terrorism: A Conceptual Model

تروريسم بين‌الملل را مي‌توان در چارچوب تحوّلات نظام‌بين‌الملل توصيف نمود. در اين راستا مقاله حاضر به بررسي تحوّلات جديد در سايه جهاني‌شدن و اثر آن بر شكل‌گيري تروريسم جديد مي‌پردازد. سوال اصلي اين نوشتار آن است كه اصولاً مهم‌ترين عوامل ايجاد و توسعه تروريسم جديد موثر بوده است؟ در پاسخ به اين پرسش بايد اشاره نمود: به‌ لحاظ سيستمي مولفه‌هاي مختلف فرآيند جهاني‌شدن، كه بخش‌هايي از آن سبب توسعه و اشاعه سلاح‌هاي كشتارجمعي، و نيز گسترش توسّل به ايديولوژي به عنوان عامل رهايي از سرخوردگي و بحران هويّت ناشي از جهاني‌شدن گرديده، از مهم‌ترين علل ايجاد وگسترش تروريسم جديد بوده است. در توضيح بايد گفت فرآيند جهاني‌شدن سبب ايجاد بازيگران جديد غيرحكومتي، گسترش دولت‌هاي انتقالي ضعيف، جنايات سازمان‌يافته، مهاجرت گسترده و افزايش ناهمگوني نژادي در كشورها گرديده و تحوّلات فناورانه به توسعه سلاح‌هاي كشتار جمعي كه خود از عوامل اصلي تروريسم جديد است، منجر گرديده است. مقاله حاضر در پي ارايه مدلي تحليلي براي نظام‌مند نمودن علل مذكور و بيان روش‌مند نحوه شكل‌گيري تروريسم جديد در نظام بين‌الملل مي‌باشد.

International terrorism can be explained through international systemʹs developments. This article is to study the new world development in the context of globalization and its influences on the formation of New Terrorism. The main question of this article is: "What are the main influential factors in the creation and expansion of New Terrorism?" To respond to this question we should consider that systematically, elements of globalization, some of which would cause the proliferation of the weapons of mass destruction (WMD), and a resort to ideology as an emancipation factor from frustration and identity crisis are the principal causes of the formation of New Terrorism. Globalization process has some important implications such as the rise of new non-governmental actors, increase of failed transitional governments, increase of organized crimes and immigration, widening of the gap between different racial groups, advanced technologies and WMDs. These elements are the underlying causes of the formation of the New Terrorism. This article is to offer an analytical model to theorize about and explain the causes of New Terrorism in the international system.
