بررسي علت‌هاي شكست دولت برآمده از تحولات موسوم به انقلاب رنگي در قرقيزستان

A Study on the Reasons for Failure of the GovernmentEmerged from the Developments Known as “TulipRevolution in Kyrgyzstan”

تحولات اخير در قرقيزستان و ديگر كشورهاي آسياي مركزي، براي ناظران سوال‌هاي زيادي ايجاد كرد و بحث در مورد علت‌هاي‌ اين حوادث از موضوع‌هايي است كه توجه تحليل‌گران زيادي را به خود جلب كرده است. هدف اين مقاله، بررسي علت‌هاي موثر بر شكست دولت برآمده از تحولات سياسي موسوم به انقلاب رنگي در قرقيزستان است، كه منجر به انتقال قدرت از دولت قربان‌بيك باقي‌يف به دولت موقت، به رهبري رزا آتنبايوا شده است. مقاله در پاسخ به چرايي اين شكست، نخست به بررسي مختصر پيشينه تاريخي اين كشور مي پردازد و سپس علت‌هاي اين شكست را، به دو دسته داخلي(سياسي، اقتصادي، فرهنگي) و بين المللي (سازمان‌هاي غيردولتي، آمريكا و روسيه) تقسيم كرده و در پايان به نقد و ارزيابي مباحث طرح شده پرداخته است. به هر حال درك واقع‌بينانه از علل اين تحولات مستلزم به‌كارگيري رهيافتي چند علتي و نگرش جامع و كامل به اين كشورها است.

Recent developments in Kyrgyzstan and other Central Asian countries have faced observers with several questions. Meanwhile, discussions about the reasons behind these developments have drawn attention of many analysts. This article aims to study the reasons for failure of the government emerged from the developments known as “Tulip Revolution in Kyrgyzstan” which resulted in transition of power from Kurmanbek Saliyevich Bakiyev to the interim government led by Roza Isakovna Otunbayeva. To this end, the article starts with studying the brief historical background of Kyrgyzstan, goes on with classification of the reasons for this failure into two detailed categories of internal environment (political, economic, cultural) and international environment (Non-Governmental Organizations, the United States and Russia) and concludes with criticism and evaluation of the raised issues. Anyhow a realistic understanding of the reasons for these developments needs a multi-cause approach and comprehensive outlook on these countries.
