The Role of Energy in Turkmenistan and Russia Relations

فروپاشي اتحاد شوروي سبب ايجاد تحول عظيمي در منطقه آسياي مركزي و قفقاز شد. در پي اين واقعه، جمهوري‌هاي سابق اتحاد بر آن شدند تا با ارزيابي دوباره از توانايي‌ها و محدوديت‌هاي خود، راه خويش را به‌سوي استقلال واقعي هموار كنند. در اين ميان، جمهوري‌هاي بي‌نياز از نظر منابع انرژي، نقش دوگانه اين عامل را در روند استقلال خويش مشاهده كردند. هرچند وجود منابع انرژي به‌عنوان سرمايه‌اي خدادادي فرصتي استثنايي براي اين كشورها تلقي مي‌شد؛ اما در همان حال، وابستگي آنها به مركز سابق( روسيه) براي انتقال انرژي به بازارهاي مصرف، چالش‌هاي گوناگوني را براي اين كشورها پديد آورده است. تركمنستان يكي از اين جمهوري‌ها است كه منابع عظيم گاز طبيعي، از ديرباز موقعيت ژيواكونوميك برجسته‌اي به آن اعطا كرده و اين موقعيت پس از استقلال برجسته‌تر شده است. تلاش تركمنستان براي كسب آزادي عمل در زمينه انتقال انرژي و كسب منافع بيشتر و در برابر، تلاش روسيه براي حفظ انحصار خود در انتقال انرژي از اوراسياي مركزي، ويژگي خاصي به روابط متقابل دو كشور بخشيده است. در اين نوشتار همراه با شناخت اين جنبه‌ها و نقش آن در رابطه دو كشور، نقش ديگر بازيگران منطقه‌اي و فرامنطقه‌اي نيز در اين روند بررسي شده است.

Collapse of the Soviet Union caused massive transformation in Central Asia and the Caucasus. Consequently the former republics of Soviet Union attempted to pave the way for real independence through reassessing their capabilities and limitations. Meanwhile, those republics that were not in need of energy reserves, noticed the double role played by this factor in the process of their independence. Although existence of energy reserves as God-given assets was considered as a unique opportunity for these countries, their dependence on the former center (Russia) for transferring energy to the consuming markets has confronted them with various challenges. As one of these republics, Turkmenistan enjoys excellent geo-economic status since a long time ago due to its huge natural gas reserves; the status that has been highlighted since achieving independence. As Turkmenistan struggles for free energy transfer and more profits on the one hand and Russia endeavors to maintain its exclusive right to energy transfer from Central Eurasia on the other, bilateral relations between these two countries have become more important. This article is an attempt to study these aspects and their roles in the relations between these two countries, along with the role played by other regional and transregional actors.
