A Study on Russia and the European Union (EU) Relations and Its Outlook

پس از پايان جنگ سرد و فروپاشي نظام دو قطبي، اتحاديه اروپا فرصت بيشتري براي ايفاي نقش در عرصه منطقه‏اي و بين المللي پيدا كرد. از طرف ديگر، روسيه نيز به‌دليل تحولات گسترده اي كه در اين كشور اتفاق افتاده بود، به‌دنبال يافتن جايگاه جديدي براي خود بود. تغيير شرايط نظام بين الملل، ورود بازيگران جديد و قدرتمند، گسترش اتحاديه اروپا به شرق و مجاورت مرزي با روسيه و وابستگي متقابل و روزافزون اين دو بازيگر در زمينه هاي گوناگون، از جمله مهم ترين عواملي بود كه سبب همكاري و تعامل فزاينده دو طرف شد. در يك روند كلي، روابط روسيه و اتحاديه اروپا سير صعودي داشته و اين دو به‌يكديگر نزديك تر شده اند. با اين حال، اين روند با فراز و نشيب هاي زيادي همراه بوده و مولفه هاي سياسي، امنيتي و اقتصادي بر روابط اين دو بازيگر تاثيرگذار بوده است. اين مولفه ها، از ماهيت دوگانه اي برخوردار بوده و سبب نوسان و بي‌ثباتي در اين روابط شده است. به‌نظر مي رسد تا زماني كه ملاحظات سياسي و امنيتي بر روابط دو طرف حاكم باشد، ابهام، عدم قطعيت و بدبيني را پديد آورده و مانع از تعامل سازنده و شكل گيري فضايي به‌دور از تنش مي شود.

After the Cold War and collapse of the bipolar system, the European Union found more opportunity to play a role in regional and international arenas. On the other hand, Russia was searching for a new status due to its widespread developments. Changing the status of international system, emergence of new and powerful actors, expansion of the European Union to the East and bordering with Russia as well as mutual and growing dependence of these two actors in various areas were among the most important factors that enhanced cooperation and interaction between them. In general, the relations between Russia and the European Union have been boosted and these two countries have become closer to each other. However, this trend has had its ups and downs and has affected by political, security and economic factors. The abovementioned components with a dual nature have oscillated and destabilized these relations. It seems that until the relations between these parties are dominated by political and security considerations; ambiguity, uncertainty and pessimism prevent constructive interaction and formation of a peaceful atmosphere.
