Background and Context of the Imperial Bank of Iran [Persia]

امتياز تاسيس بانك شاهنشاهي در سال 1306 ق. / 1889 م. با تلاش‌هاي امين السلطان و ميرزا ملكم خان به بارون ژوليوس رويتر واگذار شد. بانك شاهنشاهي به عنوان اولين بانك از خلا موجود در زمينه بانكداري ايران بهره برد و از سرمايه‌هاي راكد ايران در جهت منافع خود سود جست. بانك افزون بر كارهاي معمول در اغلب مواقع به عنوان ابزاري براي پيشبرد اهداف سياسي و اقتصادي دولت انگليس نيز عمل مي‌كرد. تشكيل بانك شاهنشاهي در ايران را بايد در اثر دو عامل داخلي و خارجي دانست. توسعه سياست‌هاي استعماري بريتانيا از يك سو و تمايل دولتمردان ايران در اخذ تمدن اروپايي به منظور اصلاحات در كشور از سوي ديگر در تشكيل بانك شاهنشاهي در ايران موثر بودند. در واقع اين دو عامل به عنوان مكمل يكديگر در تشكيل اين بانك در ايران نقش داشتند. در همين راستا ، مقاله حاضر درصدد است كه به بررسي هر يك از اين عوامل بپردازد و علل شكل‌گيري آن را به بحث و گفتگو بگذارد. روش انجام تحقيق در اين پژوهش، توصيفي ـ تحليلي است كه با تكيه بر يافته‌هاي كتابخانه‌اي و اسنادي به دست آمده است.

The Imperial Bank of Iran [Persia] was established with a concession from the government of Iran to Baron Julius de Reuter with the help of Mirza Malkom Khan and Amin’ol Soltan in 1989.The Imperial Bank benefited from the vacuum in the field of Iranian banking and used Iranian stagnant investments for its own benefits .In addition to the usual activities, the bank was acting as a tool to advance political and economic interests of British government. The establishment of the Imperial Bank of Iran must be attributed to both external and internal factors. The development of imperialistic policies of Britain on the one hand and the tendency of Iranian governors in obtaining European civilization to make countrywide reforms on the other hand were effective in the establishment of the Imperial Bank of Iran. In fact, these two complementary theories were effective in the establishment of the Bank. The research methodology adopted is descriptive-analytic. In this regard, the article is intended to examine each factor in terms of existing theories on the basis of library findings and discuss the reasons of its formation.
