Competency Model of Governmentʹs Managers in the Thinking of Leadership (Ayatollah Khamenei)

اين مقاله در پي آن است تا بر مبناي روش نظريه داده بنياد در مطالعات سازمان و مديريت و از خلال بيانات رهبر معظم جمهوري اسلامي ايران، الگوي شايستگي مديران نظام را متناسب با انتظارات معظم له ارايه كند. در اين تحقيق متن بيانات، نامهها، احكام و فرمانها و مصاحبههاي امام خامنهاي (مدظله العالي) طي سالهاي 1368تا 1390 مورد مطالعه قرار گرفت و از طريق سه نوع كدگذاري باز، محوري و انتخابي مرسوم در روش نظريه داده بنياد، 988 كد، 115 مفهوم و 21 مقوله به دست آمد. در بخش نتايج تحقيق به سوال اصلي و سوالات فرعي پاسخ داده شد و الگوي به دست آمده با الگوي مفهومي مشترك ادبيات تحقيق مورد مقايسه قرار گرفت. نتيجه اين تحقيق نشان داد كه شايستگي مديران جمهوري اسلامي ايران، ضمن وجود اشتراكاتي با الگوهاي موجود از اساس با الگوهاي ياد شده تفاوت ماهوي دارد.

Abstract This article sets out to present the competency model of governmentʹs managers proportional to the expectancies of the Great Leader based on the data-based theory method in the studies of the organization and from within the statements of the great leadership of Islamic Republic of Iran. In this research, the text of statements, letters, ordinances, commands and interviews of Imam Khamenei from the year 1368 to 1390 has been studied and 988 codes, 115 concepts and 21 has been obtained through three types of coding of open, pivotal, and selective common in the method of data-based. In the result-of-study section main and peripheral questions have been answered and the obtained model has been compared to the common conceptual model of the literature of the research. The result of this study indicated that the competency of managers of Islamic Republic of Iran, in addition to the commonalities of the existing models, differs inherently from the mentioned models.
