پاسخگويي؛ بستري براي تقويت اعتماد عمومي

Accountability: The Basis for Public Trust Enhancement

شواهد موجود گوياي آن هستند كه بنا به علل مختلف، افزايش منابع و مسيوليت‌هاي بخش عمومي با ميزان پاسخگويي آن هماهنگ و همراه نبوده و همين عامل علت اصلي كاهش اعتماد مردم به اين بخش مهم جامعه است. در اين مقاله ضمن بررسي ادبيات اعتماد، تاثير ادراك عمومي از پاسخگويي دولت را در افزايش يا كاهش سطح اعتماد عمومي ارزيابي مي‏نماييم. در واقع با ارايه الگويي دو وجهي، نحوه تاثير پاسخگويي را بر ميزان اعتماد عمومي به سازمان‌هاي دولتي بررسي مي‌كنيم و سپس پيشنهادهايي را براي بهبود و اصلاح وضعيت كنوني مطرح خواهيم نمود. هدف اين مقاله مطالعه نقش عامل پاسخگويي در اعتماد عمومي به دولت‌ است. همچنين استراتژي پژوهش مبتني بر پيمايش بوده و براي جمع آوري داده‌ها از ابزار پرسشنامه استفاده شده است. كاركنان و مراجعان چند سازمان دولتي و غيردولتي شهر تهران جامعه آماري اين پژوهش را تشكيل مي‌دهند كه نمونه آماري به تعداد 405 نفر به صورت تصادفي از ميان جامعه فوق انتخاب و پرسشنامه نهايي ميان آنها توزيع شد. نتايج پژوهش حاكي از تاثير مثبت متغير پاسخگويي بر ارتقاي سطح اعتماد عمومي در كشور است.

There are many evidences indicating that increase in resources and responsibilities of public sector is not match to the degree of accountability in this section. There are however lots of evidences showing that strategic environmental variables such as social trust in society could be effective on the current situation too. In this investigation, the researchers studied the trust literature and provided a three dimensional model. Then, they evaluated the effect of public accountability in increasing or decreasing of public trust to the government and political institutions. Accordingly, the purpose of this investigation was to study and explain the role of accountability in public trust to governments. The research method is descriptive (survey research). The statistical sample was selected from the research community that formed from public and private organizations in Tehran city. The data were gathered with questionnaires and analyzed with LISREL and SPSS software. Regarding the role of accountability indicators in public and political trust, this article tries to emphasize this important role and suggests developed model for accountability and public trust to government in Iran.
