ديپلماسي عمومي جمهوري اسلامي ايران در دوران اصول‌گرايي

نقش و اهميت مردم در انقلاب اسلامي و ماهيت و اهدف فراملي آن باعث شده است ديپلماسي عمومي جايگاه ويژه‌اي در سياست خارجي جمهوري اسلامي بيابد. به‌گونه‌اي كه در دوره‌هاي مختلف سياست خارجي جمهوري اسلامي ايران، بر ارتباط با مردم و ملت‌ها در صحنه روابط بين‌الملل تاكيد شده است. با اين وجود، در دوران اصول‌گرايي اين تعامل به طرز چشمگيري گسترش يافته و ديپلماسي عمومي اهميت بيشتري پيدا كرده است. اين مقاله در پي يافتن پاسخ اين پرسش است كه علل و عوامل افزايش نقش و جايگاه ديپلماسي عمومي در سياست خارجي دولت اصول‌گراي احمدي‌نژاد كدامند؟ پاسخ موقت به اين پرسش، به‌عنوان فرضيه، آن است كه ويژگي‌ها و علايق شخصي رييس‌جمهور، افزايش نقش مردم در روابط بين‌الملل، ماهيت و اهداف فرهنگي و فراملي انقلاب اسلامي ايران، انقلاب در ارتباطات و اطلاعات، افزايش نقش بازيگران غيردولتي و تحول در ماهيت و گفتمان قدرت در روابط بين‌الملل، باعث افزايش جايگاه ديپلماسي عمومي در سياست خارجي دولت اصول‌گرا شده است.

The role and importance of people in the Islamic Revolution and its extra-national nature and goals have contributed to the attaching of priority to public diplomacy in the foreign policy of the Islamic Republic of Iran. In the different eras of the Islamic Republicʹs foreign policy, a great emphasis has been made on having a connection with people and nations on the international scene. However, during the principlist era, this kind of interaction has been expanded and public diplomacy has gained more importance. This article tries to answer the question of the causes of the increase in the role and status of public diplomacy in the foreign policy of Ahmadinejadʹs government. One hypothesis is that the presidentʹs character and personal interests, increasing role of people in international relations, cultural and extra -national nature and goals of the Islamic Revolution of Iran, revolution in communications and information, increasing role of non-state actors, and change in the nature and discourse of power in the international relations have contributed to the enhancement of the status of public diplomacy in the foreign policy of the principlist government.
