پيامدهاي جنگ جهاني دوم بر سياست صنعتي‌سازي در ايران

The Impact of World War II on Industrialization Policy in Iran

جنگ جهاني دوم كه در پي يك سلسله مناقشات سياسي اروپايي در سال 1939 ميلادي آغاز شد، پيامدهاي سياسي و اقتصادي متعددي در ايران داشت. در نتيجه چنين وضعيتي بود كه پروژه صنعتي‌سازي در ايران عصر رضا‌شاه نيز به عنوان يكي از سياست‌هاي اقتصادي اين حكومت از پيامدهاي جنگ بي‌تاثير نماند. جنگ جهاني در دو مرحله بر صنعتي‌سازي در ايران تاثير گذاشت و در نهايت منجر به پايان پروژه صنعتي‌سازي در كشور شد: مرحله يكم اين تاثيرگذاري از آغاز جنگ جهاني تا اشغال ايران در شهريور 1320 و مرحله دوم پس از اشغال ايران توسط نيروهاي متفقين را در بر مي‌گيرد. مقاله حاضر در صدد است تا با روش تاريخي و استفاده از كتاب‌ها و اسناد و مدارك آرشيوي با طرح اين پرسش كه جنگ جهاني دوم چرا و چگونه بر سياست صنعتي‌سازي در ايران تاثير گذاشت؟ به بررسي پيامدهاي جنگ جهاني دوم بر سياست‌هاي صنعتي‌سازي در ايران عصر رضاشاه بپردازد. براي پاسخ به اين پرسش، اين پيش‌فرض مطرح است كه نياز ايران به صنايع و متخصصان آلمان جهت تاسيس، تجهيز، تعمير و نگهداري صنايع نوپاي خود موجب وابستگي صنعتي ايران به آلمان شد. قطع ارتباط ايران با آلمان در نتيجه محاصره دريايي اين كشور توسط انگلستان، صنايع ايران را كه به صنايع و متخصصان آلماني وابسته شده بود، دچار بحران كرد. در ادامه هم اشغال ايران توسط متفقين موجب شد تا صنايع ايران در نتيجه سياست‌هاي جنگي متفقين به تعطيلي كشيده شوند و يا در خدمت سياست‌هاي نظامي آنان درآيند.

World War II which was the result of some European political conflict started in 1939, and had also political and economic consequences in Iran. In such circumstances, the industrialization project, which was one of the government’s economic policies in Iran during the Reza shah era, was affected by this war. World War II affected industrialization in Iran in two phases and paved the way for the failure of this policy in Iran. The first phase of this effect started from the outbreak of World War II until occupation of Iran in Shahrivar 1320 and the second phase started after the occupation of the country by the Allies. Surveying books and archived documents and using a historical approach, this article puts forward this question that why and how World War II affected industrialization policy in Iran. The hypothesis is that the necessity of establishing, equipping and keeping the newborn industry of Iran made it dependent on experts and industry of Germany. Since Iran’s industries depended on Germany Industries and experts, marine blockade of Germany by England led to crisis for Iran industries. Afterward, the occupation of Iran by the Allies paved the way for the decline of industry, and forced it to serve the military policies of the Allies.
