شناخت و اولويت بندي نيازهاي اساسي توسعه مناطق روستايي با استفاده از روش TOPSIS؛ مطالعه موردي دهستان شوسف در شهرستان نهبندان

توسعه مناطق روستايي ركني اساسي در نظام برنامه ريزي سياسي، اجتماعي و اقتصادي يا به عبارت ديگر، نيل به توسعه كلان ملي است. با توجه به ماهيت پروسه اي و چند مرحله اي مفهوم توسعه، تحول در اركان اقتصادي، اجتماعي، رواني، فني، ايديولوژيكي و محيطي كانون هاي روستايي از امور بنيادي در راستاي تحقق اين مهم به شمار مي آيد. از سوي ديگر، مباحث اقتصادي و اجتماعي داراي نقش و جايگاه ويژه در نظام تحولات هستند كه ‌به فراخور آن عوامل موثر در توسعه اين ابعاد نيز از اهميت شاياني برخوردار مي باشند. مناطق روستايي در استان خراسان جنوبي و به خصوص در محدوده جغرافيايي شهرستان نهبندان به لحاظ شاخص هاي توسعه نسبت به ساير نواحي كشور دچار وضعيت نامساعدي هستند. از اين رو در مقاله حاضر تلاش شده تا به شناخت نيازهاي اساسي تحقق توسعه مناطق روستايي با تاكيد بر ابعاد اقتصادي و اجتماعي در دهستان شوسف شهرستان نهبندان و اولويت بندي آن ها با استفاده از روش فازي TOPSIS پرداخته شود. اين پژوهش از نوع كاربردي و داراي ماهيتي توصيفي – تحليلي و ژرفانگر مي باشد كه روش تحقيق در آن تركيبي از تكنيك هاي دو روش اسنادي و ميداني است. حجم نمونه 130 خانوار به كمك فرمول كوكران تعيين و با روش نمونه گيري تصادفي چند مرحله اي انتخاب گرديدند. نتايج نشان داد كه تلاش به منظور افزايش ميزان درآمد داراي بالاترين اولويت به منظور تحقق توسعه اقتصادي و اجتماعي مي باشد و آن هم به دليل تسلط فعاليت هاي كشاورزي و كمي بهره وري اقتصادي در آن است. در اولويت هاي بعدي پارامترهايي هم چون تنوع بخشي به اشتغال و تلاش براي افزايش راندمان آن، افزايش سرمايه مادي ابزاري، سواد، مشاركت، تحول در الگوي مساكن و بهبود شرايط بهداشتي قرار دارند.

The realization of an integrated and sustainable development in the centers themselves subject to evolution and development are the foundations. Because of the economic and social issues with a special role in the developments are, according to the factors in the development of this size are vital. Rural areas in South Khorasan province, especially in terms of geographical area Nehbandan city development indicators than other areas of the country are experiencing disadvantage. This paper attempts to identify the basic requirements to achieve economic and social development in rural villages Nehbandan Shusf city and its priorities can be addressed using fuzzy TOPSIS. The research and descriptive - analytical and research methodology in the field is a combination of techniques, methods and documentation. Sample size of 130 households, and with the help of formula Kukran were randomly selected. The results showed that the highest priority in order to increase revenue is to achieve economic and social development and the dominance of agricultural activities and low productivity in the economy. The next priority to employment stability and its parameters such as diversification, increasing the financial capital - the tools, partnerships, changes in patterns of housing and health conditions have improved.
