بررسي بحران مواد مخدر در آسياي مركزي و لزوم همكاري هاي پليس منطقه اي

Investigating the Drug Crisis in Central Asia and the Necessity of Regional Police Cooperation

سازمان همكاري هاي اقتصادي (اكو) از جمله سازمان هاي منطقه اي است كه با هدف گسترش همكاري ها و افزايش توان اقتصادي دولت هاي عضو تشكيل شده است. از آنجايي كه امنيت، پيش زمينه توسعه در زمينه هاي ديگر به ويژه اقتصاد مي باشد اين مقاله با رويكردي تحليلي و توصيفي به تبيين دلايل افزايش جرايم مرتبط با مواد مخدر در كشورهاي آسياي مركزي و تاثير آن بر توسعه كشورهاي اكو مي پردازد . سوال اصلي اين پژوهش اين است كه دلايل افزايش جرايم مرتبط با مواد مخدر در ميان كشورهاي آسياي مركزي چيست و چه تاثيري بر امنيت منطقه اي دارد؟ نويسنده بر اين باور است كه همكاري پليسي كشورهاي منطقه نه تنها مي تواند بسياري از جرايم به ويژه جرايم مرتبط با مواد مخدر را كاهش دهد بلكه شروع ابتكاري جديد از سوي دولت هاي منطقه براي ارتقا امنيت در منطقه خواهد بود ضمنا روشن و پرواضح است كه اين همكاري پليسي ضمن ايجاد امنيت پايدار باعث شكوفايي اقتصاد كشورهاي منطقه و كاهش نفوذ قدرت هاي فرامنطقه اي خواهد شد.

Economic cooperation organization (ECO) is among the organizations which have been established with the aim of expanding cooperation and increasing the economic capacity of member states. Since security is the foreground of development in other fields ( especially economic), this article adopting an analytical and descriptive approach, tries to explicate the reasons behind drug related crimes in central Asia and its impact on the development of ECO member states. The main question is “what are the reasons behind drug related crimes in central Asia and what effects do they have on the regional security?” The author believes that police cooperation among regional countries can not only decrease many crimes specially drug related ones, but also will be the beginning of a new initiative by regional states to increase security in the region. It is clear that this cooperation results in stable security and economic growth in the region and will decrease the influence of transregional powers.
