Good Governance and Role of State

نظريه حكمراني خوب كه با ويژگي هايي مانند مشاركت،‏شفافيت،‏پاسخگويي اثربخشي و كارآيي و حاكميت قانون تعريف مي شود،‏الگويي براي توسعه پايدار انساني با ساز و كار تعامل عملي سه بخش دولت ،‏ بخش خصوصي و جامعه مدني است . اين الگو به دنبال نقش حداقل دولت و توانمند سازي نهادهاي مدني و بخش خصوصي مي باشد. در اين راستا بر رفتار تعاملي سه بخش دولت ،‏ نهادهاي مدني و بخش خصوصي تاكيد مي شود و معتقد است دولت بايد نقش هماهنگ كننده و تنظيم گر خود را تقويت نموده و به جاي تصديگري به تنظيم و تسهيل روابط بپردازد. در الگوي حكمراني خوب بحث از دولت نماينده و دولت مشاركتي است كه از اين طريق راه را براي فعاليت ساير بخش ها هموار مي سازد. به منظور اعمال نقش فوق،‏ الگوي دولت تسهيل گر در حكمراني خوب با متغيرهايي مانند كراسي،‏مشاركت،‏پاسخگويي،‏عدالت محوري و اثر بخشي پيشنهاد شده كه در صورت تحقق متغيرهاي فوق در دولت ،‏ تعامل بين آن و دو بخش ديگر بيشترخواهد شد . بررسي نظري اين الگو،‏هدف نهايي اين مقاله خواهد بود.

Good governance that is described with characteristics such as participation, transparency, accountability, effectiveness, efficiency, and rulership of law is a model. with an interaction mechanism between the governmental sector, private sector and civil society for sustainable human development. This model follows minimal role of state and enhancement of civil institutions and private sector. For. this end in view, emphasis is put on interaction between governmental sector, private sector, and civil society. This theory believes that instead of incumbency, government must enhance its facilitating and regulating role. In Good Government Model, representative and participatory government is discussed and in this manner, the way is paved for activity of other sectors. In order to put the above role into practice, the model of facilitating government in good governance with some variables such as democracy, participation, accountability, justice-orientation and effectiveness is proposed. If the above-mentioned variables are realized in government, interaction between it and other sector will increase. Theoretically analyzing this model is ultimate purpose of this paper.
