امنيت زيست محيطي و سياستگذاري امنيت ملي

بسياري از تهديدات مطرح عليه جوامع بشري از مسايل زيست محيطي سرچشمه مي گيرند. اين تهديدات، هرچند ظاهري غيرامنيتي داشته و صرفاً تهديداتي طبيعي جلوه مي نمايند، ليكن در عمل امنيت جامعه و در نتيجه امنيت ملي كشورهاي محل وقوع را تحت تاثير قرار داده و گاهي آثار و تبعات بسيار بيشتر و چشمگيرتري از جنگ ها را به همراه مي آورند. شناخت چالش هاي ناشي از تاثير مسايل زيست محيطي بر جغرافياي طبيعي و انساني كشورها و به تبع آن تسري و تاثيرگذاري اين آثار بر جغرافياي امنيتي و سياسي آنها، مسيله اصلي است كه مورد توجه اين مقاله مي باشد. متن حاضر با هدف «تبيين ضرورت طرح مسايل زيست محيطي با سياستگذاري امنيت ملي» درصدد پاسخ گويي به سيوالات اصلي خود مبني بر اين كه «مسايل زيست محيطي چه نقشي در امنيت ملي دارند؟» و «چرا بايد در سياستگذاري امنيت ملي به مسايل زيست محيطي توجه شود؟» مي باشد. اين نوشته با استفاده از تحقيقات كتابخانه‌اي براي جمع آوري اطلاعات و روش تحليل محتوا براي تحليل داده هاي جمع آوري شده و ژرف‌نگري و دستيابي به ‌ديدگاه‌هاي جديد، فرضيه خود را به بوته آزمون گذاشته و به اين فرجام رسيده است كه «آثار و تبعات تحولات زيست محيطي در هيچ مرز فيزيكي نيز توقف نخواهد كرد. به روند گسترش خود ادامه داده و زنجيره وار تمام ابعاد حيات جوامع بشري را متاثر ساخته و به صورت دومينو وار تمام نقاط جهان را تحت تاثير قرار خواهند داد. لذا توجه به حوزه مسايل امنيت ملي در حوزه محيط زيست، نوعي آينده نگرانه بوده و محدود نمودن افق ديد به منطقه سرزميني خويش و افق زماني چند سال، مانع از ديدن ارزش هاي افزوده ناشي از توجه به مباحث ناشي از مسايل زيست محيطي در آينده خواهد شد. و با توجه به اين كه براساس سند چشم انداز، ج.ا.ا بايستي در افق 1404 در جايگاه نخست منطقه در تمام حوزه ها قرار گيرد، اين امر محقق نخواهد گرديد مگر با آينده نگري منطقي و واقعي، برنامه ريزي علمي، انتخاب بهترين راه كارها و اجتناب از شعارزدگي».

Many of the threats made against human communities are sources of environmental issues. These threats, however, merely apparent non-security and natural threats will appear, but in practice, community safety and security in the affected countries and sometimes much more significant impact and consequences of the war will bring. Recognizing the challenges posed by environmental effects on natural and human geography of nations, and consequently extend and the effectiveness of the security and political geography, the main issue is the focus of this article. The present textʹs main objective is "account of environmental issues with national security policy", and it try to find best responds for its main questions that are "What environmental issues have a role in national security?" and "Why should be considering environmental issues in national security policy?" It use the library for research for collection of data and analysis methods for analyzing data collected and to arrive a deeper vision and acquiring new perspectives, his hypothesis to the test plant and concluded that: Environmental consequences of changes in any physical border will not stop. Moreover, continued spread in all aspects of life and human societies, like-chain and affects all parts of the world like a domino. Therefore, attention to the national security of the environment is futuristic, and limit it in the land area and a few years time horizon, will prevent from seeing the added value arising from the discussion of environmental issues in the future. Iran must be first place in the region in all areas, according to "The Future Outlook of the Islamic Republic of Iran in the Horizon of the 1404". This was not realized unless with real and rational forward looking, scientific planning, choosing the best solutions and avoid the slogan.
