Analyzing characteristics of unique spatial planning system in Belgium

بررسي نظام برنامه‏ريزي فضايي در كشورهاي مختلف مي‏تواند راهنمايي در راستاي اتخاذ تصميمات مقتضي جهت بهبود نظام عملكردي برنامه‏ريزي در كشور باشد. كشور بلژيك با وجود مساحت كم آن داراي نظام برنامه‏ريزي منحصر به فردي است،‏ كه ناشي از موقعيت ويژه سياسي و اجتماعي اين كشور است. بلژيك داراي سيستم فدرالي متشكل از سه جامعه فرهنگي و سه منطقه اقتصادي است كه برنامه‌ريزي فضايي در حيطه اختيارات مناطق اقتصادي قرار مي‌گيرد و هر يك از مناطق سيستم برنامه‏ريزي متفاوتي را دنبال مي‏نمايند. در اين مقاله ابتدا ويژگي‌هاي عمومي كشور بلژيك بيان شده و در ادامه مشكلات شهرنشيني و در نهايت،‏ خلاصه‏اي از سيستم برنامه‏ريزي فضايي در اين كشور مورد بررسي قرار گرفته است.

Analyzing spatial planning system in different countries could help make appropriate decisions to improve functional system of planning in our country. Belgium, inspite of its limited area, has a unique planning system which is derived from political and social condition. Belgium has a federal system which is composed of three cultural societies and three economic regions. Spatial planning is in the authority of economic regions and each region has a different planning system. In the article general characteristics of the Belgium, urbanism problems and finally a brief of spatial planning system in the country has been presented.
