بررسي سلسله مراتب نظام برنامه‌ريزي فضايي در كشور سوييس

Review of hierarchical spatial planning system in Switzerland

با آغاز قرن بيستم،‏ اكثر كشورهاي جهان در واكنش به پيچيدگي‌ها و معضلات توسعه گسترده شهرنشيني اولين اقدامات برنامه‌ريزي فضايي خود را آغاز نمودند. كشور سوييس از اين امر مستثني نبوده و از اوايل قرن بيستم اقدامات برنامه‌ريزي فضايي خود را از پايين‌ترين سطح با تاكيد بر ملاحظات كمّي شروع نموده و امروزه با گذشت بيش از يك قرن برنامه‌ريزي فضايي آن با تكيه بر اصول پايداري،‏ مشاركت عمومي و خصوصي و به كارگيري گسترده از تكنيك‌هاي مدل‌سازي و شبيه‌سازي در حال انجام و پيشرفت است. هدف اين مقاله آشنايي با نظام برنامه‌ريزي فضايي اين كشور از سه بخش اصلي تشكيل شده است؛ در بخش اول به آشنايي مختصر از شرايط سياسي،‏ جغرافيايي،‏ اقتصادي و اجتماعي و شناخت تنگناهاي موجود در نظام برنامه‌ريزي فضايي اين كشور پرداخته شده و در بخش دوم سطح سه‌گانه برنامه‌ريزي فضايي سوييس تبيين شده و در بخش سوم نتيجه‌گيري شده است. نظام برنامه‌ريزي فضايي سوييس در سه سطح كنفدراسيون،‏ كانتون و كمون انجام مي‌شود كه از ويژگي‌هاي اصلي آن همكاري افقي و عمودي در سطوح مختلف برنامه‌ريزي،‏ تاكيد بر اصل خودمختاري كانتون‌ها و اصل دموكراتيك است.

At the beginning of the twentieth century, most countries in response to the complexities and problems of urbanization began their first actions of spatial planning. Switzerland is not excluded from this list and started spatial planning acts from the lowest level and today, after more than a century, is continuing with emphasis on spatial planning principles of sustainability, public and private partnerships and using extensive modeling and simulation techniques and progress. The purpose of this article is to introduce spatial planning system in this country, and consists of three main sections: the first section is a brief introduction on the political, geographical, economical and social situations. In the second section, it examines the background, and difficulties of spatial planning system and section three has put forth some conclusions. Swiss spatial planning system is done in three levels: Confederation, Canton and Communes with emphasis on vertical and horizontal corporation at different levels of planning and autonomy of Cantons.
