شهروندي پوياترين مفهوم اجتماعي جامعه مدرن تلقي شده است. شهروندي توانايي افراد را براي قضاوت درباره زندگي شان تصديق مي كند. بنابراين، ويژگي اساسي شهروندي وجود اخلاق مشاركت است. شهروندي يك موقعيت فعال است كه علاوه بر حقوق، بر وظايف و تعهدات نيز دلالت دارد. بنابراين، شهروندي يك مبناي عالي براي اداره امور انساني به شمار مي رود. شهروندي به مدد مجموعه حقوق، وظايف و تعهداتش راهي را براي توزيع و اداره عادلانه منابع از طريق تقسيم منافع، مسيوليتهاي زندگي اجتماعي ارايه مي دهد شهروندي فعال در پي توانمندسازي افراد و اجتماعات است و فرايند مشاركت را امري ذاتاً ارزشمند تلقي مي‌كند. از اين رو، شهروندي فعال چيزي بيش از افزايش صرف مشاركت عمومي است. شهروندي فعال خواهان مشاركت هدفمند است، يعني شهروندان در جهت تبدل اجتماعي و محل زندگي به مكان بهتري مشاركت فعال داشته باشند. بدينسان به شهروندي امكان مشاركت در برنامه ريزي و ارايه خدمات عمومي داده مي شود.

Therefore, active citizenship is more than the mere enhancement of general participation, that is, it requires citizens to participate in order to improve the city as a living space. Thus, it gives to citizens the abilities to participate in the planning and provision of social services.
