تكوين جامعه امن؛ به مثابه راهكاري ثبات آفرين در روابط ايران و كشورهاي منطقه خليج فارس

Building of a Secure Society as a Stability Strategy for the Relation of Iran and Persian Gulf Nations

سوال اصلي كه اين مقاله درصدد پاسخگويي به آن مي‎باشد اين است كه آيا امكان تكوين جامعه امن در روابط ميان ايران و كشورهاي حوزه خليج فارس وجود دارد؟ سوال فرعي در اين مقاله آن است كه چه نوع جامعه امن (سفت پيوند ، سست پيوند ) موجب به‌وجود آمدن يك جامعه امن خواهد شد. ماهيت و تاثير سه مرحله توسعه جامعه امن نوظهور ، بالنده و بالغ بر ظهور جامعه امن در منطقه چه خواهد بود. فرضيه نوشتار حاضر اين است كه با عنايت به عناصر بافعل و بالقوه در روابط ميان ايران و كشورهاي حوزه خليج فارس مانند شناسايي متقابل ديپلماتيك، ترويج درك مشترك از تهديد عليه امنيت دولت‎ها، برقراري مكانيسم‎هاي اعتمادسازي و تلاش در جهت ايجاد تمهيداتي مشترك براي حل تعارضات و حذف توسل يا تهديد به زور در روابط متقابل، مي‎توان روابط طرفين را در مقوله جامعه امن قرار داد.

The main question in this article is whether there is any possibility of building a secure society in the relation of Iran and that of nations in the Persian Gulf region? The secondary question addressed in this article is what type of secure society (tightly or loosely coupled) would lead to a secure society and what are the nature and impact of three phases of developments: nascent ,ascent and mature on the emergence of a secure society in the region? Hypothesis presented in this research is that with the realization of active and potential elements as an opportunity in the creation of possibility of fostering good relations among Persian Gulf nations and also a shared understanding of threats faced these nations of the region then a serious effort for building intra trust and elimination of the grounds of conflict will emerge which could lead to the materialization of a secure society.
