رويكرد راهبردي نيروهاي احتياط در نيروهاي مسلّح جمهوري اسلامي ايران

Strategic Approach of Reserve Forces in the Armed Forces of the Islamic Republic of Iran

اين مقاله با در نظر داشتن اهميت و تاثير نيروهاي احتياط و ذخيره درتامين نيروي انساني مورد نياز در مواقع بحران به ويژه هنگام جنگ آن هم براي كشور ما كه در موقعيت بسيار حساس و مهم در ابعاد ژيوپلتيكي ، ژيواستراتژيكي و ژيواكونوميك در منطقه خاورميانه قرار گرفته و همچنين با توجه به قرار گرفتن ايران در بين دو منبع انرژي عمده جهان در خليج فارس و درياي مازندران،به موضوع احتياط پرداخته است. نوع اين تحقيق كاربردي، توسعه‌اي است و روش تحقيق آن، موردي و زمينه اي مي‌باشد. جامعه آماري تحقيق را كليه فرماندهان، مديران و كارشناسان نيروهاي مسلّح و خبرگان لشكري مطلع و يا مرتبط با موضوع تشكيل داده‌اند. در مباني نظري، نظريات برنامه‌ريزي راهبردي منابع انساني، تاريخچه نيروهاي احتياط و ذخيره در كشور، چالش هاي فرهنگي، اجتماعي، ضرورت‌هاي هوشياري و معافيت‌هاي اثرگذار مورد بررسي قرار گرفته است. براي اثبات فرضيه تحقيق و براي پاسخ به سوال‌هاي تحقيق و تعميم آن به جامعه‌اي كه نمونه آماري از آن گرفته شده و از آزمون‌ آماري موسوم به كاي اسكويير استفاده شده و در نهايت نتيجه تحقيق اين است كه به كارگيري نيروهاي احتياط و ذخيره به عنوان مكمل نيروهاي بسيج مناسب‌ترين رويكرد در تامين منابع انساني مردمي در نيروهاي مسلح ج.ا.ا مي‌باشد و در انتها پيشنهاد‌هايي نيز ارايه شده است.

Given the importance and impacts of reserve forces in providing necessary man force in cases of crisis specially during war in our country where is located in a very sensitive and important location in view of geopolitics, geostrategic and geo-economics in Middle East region and given the location of Iran that has been located between two main sources of world energy such as Persian Gulf and Caspian sea, this paper reviews the issue of reserve forces. The type of this research is applied developing one. The methodology of research is case and background type. Statistical society of research is comprised of all managers and experts and commanders of armed forces and military pundits informed and concerned with this issue. Theoretically, the views of strategic planning , the history of reserve forces in our country, cultural and social challenges, the requirements of vigilance and effective exemptions have been discussed. For substantiation research hypothesis the statistical tests entitled K-Square tests were used for answering the research questions and for generalizing it to the society which the statistical sample has been achieved. Finally the results of research showed that using reserve forces as complementary forces for mobilized forces (Basij forces) is the favorable approach for providing popular man force in the armed forces of the I.R. of Iran and suggestions have been offered in this regard.
