Strategic Model for Maintaining Social Security in Police Force

عنوان مقاله ي حاضر؛ نقش نيروي انتظامي در تامين امنيت اجتماعي و ارايه راهكارهاي مناسب براي ارتقا آن مي باشد. مرجع امنيت اجتماعي در اين مقاله جامعه و موضوع آن امنيت اجتماعي است. منظور از جامعه، اجتماع مردمي است كه در قلمروي جغرافيايي كشور ايران سكونت داشته و از گروه ها، طبقات، اقوام و مذاهب مختلف تشكيل شده اند و منظور از امنيت اجتماعي مورد نظر ناجا، آن بخش از اقدامات ايجابي دولت است كه در راستاي ارتقا و تامين امنيت اجتماعي صورت مي گيرد كه در حوزه ي ماموريت هاي ناجا قرار دارد صورت مي گيرد. در اين تحقيق محقق تلاش نموده تا اين نقش را كاملاً برجسته سازد و سهم آن را در تامين امنيت اجتماعي كشور مشخص كند. در انجام اين تحقيق از روش زمينه اي موردي با رويكرد همبستگي استفاده شده است. جامعه ي آماري تحقيق، كليه ي فرماندهان و مديران جايگاه هاي 18 (سرتيپي) و بالاتر در ستاد ناجا و فرماندهان انتظامي استان ها، همچنين اساتيد دانشگاه هايي كه در زمينه ي امنيت اجتماعي صاحب نظر و صاحب اثر مي باشند، بوده است. براي تعيين و اندازه گيري متغيرها و شاخص ها، از روش ميداني شامل تكميل پرسشنامه، مصاحبه با كارشناسان، تشكيل ميزگرد و طوفان مغزي و از روش اسنادي شامل فيش برداري از متون ديني و مستندات بالادستي و مطالعه ي اسناد و مدارك، استفاده شده است. متغيرهاي مستقل اين تحقيق پيشگيري از وقوع ناهنجاري ها و جرايم اجتماعي، نظارت بر حفظ انضباط اجتماعي، رعايت اخلاق اجتماعي، تعامل اجتماعي با نهادها، سازمان ها و بخش خصوصي و ارايه خدمات اجتماعي مي باشند. با توجه به ماهيت سوال هاي پژوهشي از ابزارهاي مناسب آماري نظير آزمون رتبه اي فريدمن، تحليل رگرسيوني و تحليل مسير استفاده شده و نقش هر متغير بر امنيت اجتماعي مشخص گرديده است. سپس با استفاده از نرم افزار ليزرل مهم-ترين شاخص ها در هر متغير تعيين شده اند. نتايج اين تحقيق نشان مي دهند كه ماموريت هاي اصلي نيروي انتظامي كه در قالب نقش و بعنوان متغيرهاي مستقل تحقيق آورده شده اند،‌ همگي بر متغير وابسته امنيت اجتماعي تاثير معنا دار و افزايشي داشته و با تغيير آنها مي توان امنيت اجتماعي را در جامعه پيش بيني و تبيين نمود. هر چند ميزان اين همبستگي و معنا داري براي هر يك از متغيرها و تاثير آن بر متغير وابسته متفاوت است.

The topic of current paper is the role of police force in maintaining social security and introducing appropriate mechanisms for its promotion. The social security reference in this paper is the society and its subject is social security. Society means people gathering who inhabit in geographical realm of Iran and are comprised of various groups, classes, ethnicities and religions. And social security in view of police force of the I.R. of Iran, refers to those necessary measures of administration which are carried out in line with promoting and maintaining social security which are included in the field of police force missions. The researcher has done his best at current paper to fully highlight this role and to specify its share in maintaining social security of the country. For conducting this research, the case field methodology with solidarity approach has been used. The statistical society of research, are all commanders and managers with positions of brigadier (Position 18) and higher positions in police headquarters and provincial police commanders, plus the professors of universities that are involved in social security and have works in this regard. For measuring and determining the indices and variables, the field methodology including completing the questionnaires, interview with experts, holding round tables and mind storm have been used as well as the documentary methodology like take noting from religious sources and upper hand documents and studying deeds and documents were used. Independent variables of this research are prevention from abnormalities and social crimes, monitoring the safeguarding of social discipline, observing social moral, social interacting with bodies, organizations and private sectors and giving social services. Given the nature of research questions, the proper statistical tools such as ranked test of Freedman and the analyses of Regresion and path were used and the role of each variable on social security has been determined. Then by using the software of lazerl, the most significant indices in each variable have been specified. The results of research indicate that the missions of police force which have mentioned within framework of role and as independent variables of research, have all meaningful and increasing impact on variable of dependent social security and with their changing , the social security of the society could be predictable and could be determined. Although, the rate of such meaning ful and solidarity for each variable and its impact on dependent variable is different.
