Decision Making Techniques in Prioritizing Optimal Execution and Performance the Outlook plan with Fuzzy Approach

اولين گام در راستاي اصلاح الگوي پياده سازي سند چشم انداز، اولويت‌بندي حوزه هاي ضروري و گام بندي شده سند براي بخش‌هاي مختلف ملي است. از اين رو در مقاله‌ي حاضر تلاش شده است ابتدا در حوزه‌ي پژوهش عملياتي بخش هاي مختلف اجرايي و شاخص‌هاي مطرح براي اولويت بندي بخش‌هاي مذكور طي يك سري مطالعات كتابخانه اي و مصاحبه‌هاي منظم با خبرگان مديريت راهبردي و ملي شناسايي و سپس با رويكرد فازي، به مدد دو گروه پرسشنامه كيفي به روش ميانگين گيري اهميت شاخص‌هاي مطرح و ارزش كمي شاخص‌هاي مهم براي اولويت بندي بخش‌هاي مختلف تصميم سازي راهبردي از منظر خبرگان و كارشناسان مجرب مديريت راهبردي تعيين شوند، تا با به كارگيري روش آنتروپي وزن شاخص‌هاي مهم به دست آيد. آن گاه با استفاده از تكنيك تصميم‌گيري چند شاخصه‌ي TOPSIS بخش هاي مختلف اجرايي اولويت بندي و موزون مي شوند تا سرانجام به كمك تكنيك تصميم‌گيري چند هدفه ي GP اطلاعات موجود در ترازنامه‌هاي انرژي و هيدروكربوري و سند چشم انداز صنعت ملي، سهم بهينه‌ي بخش‌هاي مذكور از منابع محدود در دسترس مشخص شود. مطابق نتايج به دست آمده، شاخص پياده سازي راهبردي، مهم ترين شاخص و شاخص‌هاي كارآيي، برنامه عملياتي، نظارت پذيري مجريان سند، امنيت ملي در سطح بين الملل و توزيع قدرت با مشاركت همه جانبه در كشور، به ترتيب دومين تا پنجمين شاخص مهم براي اولويت بندي بخش هاي مختلف اجرايي شناخته شدند. بخش انگيزش هاي ملي اولويت اول مسوول و رتبه‌ي يكم تخصيص و به ترتيب بخش‌هاي كاهش تصدي گري دولت و حضوربخش خصوصي و تعاوني به طور مشترك، نظارت پذيري بخش هاي مجري سند، دقت در اجراي برنامه هاي عمومي توسعه، افزايش سطح همكاري منطقه اي در قالب تعامل و رقابت اقتصادي، افزايش كيفي صادرات ملي در راستاي صادرات غير نفتي به ترتيب دومين تا هفتمين اولويت اجرايي سند را به خود اختصاص دادند.

The first step in line with reforming the model of execution outlook plan, is prioritizing necessary areas and staged phase of outlook for different national sections So, it is attempted at present article that first in operational field section, the different executive sections and significant indices for prioritizing said sections during a series of library studies and systematic interviews with experts of national and strategic management be identified and then with Fuzzy approach and assistance of two qualitative questionnaires groups by using averaging methodology, the significance of eminent indices and quantitative value of important indices be identified for prioritizing different sections of strategic decision making in view of seasoned experts and elites of strategic management, till by using Anthropy methodology, the weigh of significant indices be achieved Then, by using multi-indices decision making techniques of TOPSIS, different executive sections would be prioritized in balanced manner According to conclusions, the indice for Strategic execution, most important indice and efficient indices of operational plan, monitor acceptance of executers of plan, national security at global level and distribution of power with all-out participation in country, are respectively second to fifth important indices for prioritizing different executive sections The national motivations section is considered as first priority of responsible and first rank of allocation and sections of reduction executing affairs of government and presence of private and cooperative sections Jointly, monitor-acceptance of executing sections of plan, accuracy in executing general plans of development, expansion the level of regional cooperation within framework of interaction and economic competition, qualitative increasing of national exports through increasing non-oil exports are second to sevent executive priorities of plan respectively.
