درآمدي بر مفهوم آمايش سرزمين وكاربرد‌هاي آن در ايران

The concept of land preparation and its usages in Iran

پيشينه توجه به ويژگي‌هاي منطقه‌اي و ملي به مديريت آمايش سرزمين در برنامه‌ريزي‌هاي توسعه،‏ از دو زاويه ديرينگي و تازگي برخوردار است،‏ از آن جهت ديرينه است كه به زمان حضور انسان در پهنه زمين و تعريف سرزمين و كنجكاوي نسبت به حيات بازمي‌گردد و تازگي آن مربوط به يكصد ساله اخير است كه عمدتاً در نيمه سده اخير و بعد از جنگ جهاني دوم و با مطالعات فرانسوي‌ها آغاز گرديد. در اين مقاله ضمن بررسي اين ابعاد و سابقه جهاني و بين‌المللي مساله مديريت آمايش سرزمين به سابقه آن در ايران كه به دهه 30 شمسي،‏ بازمي‌گردد. پرداخته و مطالعات گروه ستيران را مورد بازبيني و فعاليت‌هاي قبل و بعد از انقلاب اسلامي در اين زمينه نيز بررسي شده است. هم‌چنين به مطالعه‌اي از آثار تافلر اشاره داريم كه به آمايش بين‌المللي اشاره دارد و مديريت جهان پيش‌رو را بررسي نموده است. سپس به فرآيند تهيه آمايش سرزمين در سه بعد سازماندهي مطالعات،‏ بررسي وضع موجود و قابليت سنجي و آينده‌نگري پرداخته‌ايم و گام‌هاي لازم براي هر كدام از آنها را دسته‌بندي و مورد بحث قرار داده‌ايم و در پايان مقاله به نتايج آمايش سرزمين و نظام تشكيلاتي تهيه طرح آمايش و نمودارهاي آن و سپس جايگاه مديريت توسعه اجتماعي و آمايش سرزمين پرداخته‌ايم.

The background of consideration to local and national characteristics of land preparation management in development plans is recently and also of old. It is of old because it is traced back to Human presence in land area and definition of the land and curiosity about life. It is recent because it has been begun in the last 100 years and it started mainly in the half of the past century and after War II with the French Studies. In This article we reviewed these dimensions, the global and international experiences in land preparation management issue and its history in Iran which return to 30s solar. The Styran groupʹs studies and the activities which have done before and after the Islamic Revolution in this area are also investigated. We also alluded Toffler works which refers to international preparation and World management, and then explained the process of land preparation in three dimensions _organize the preparatory studies, inquire current situation, and prospective survey. Then we categorized necessary steps for each of them. At the end of the article Land preparation results and organizational system of plan preparation and its Charts and also Social Development Manager, and land preparation Position were traced.
