حكومت آرماني از نگاه شاعران و نويسندگان قرن چهارم تا هفتم هجري

پادشاهي، در باور و فرهنگ ايرانيان، مدّت‌ها فرّه‌اي ايزدي به حساب مي‌آمد. شاهان گرچه به مددِ زر و زور يا به طريق موروثي بر اريكه قدرت تكيه مي‌زدند، در حقيقت حكومت را هديه‌اي از جانب پروردگار و حقّ مسلّمِ خود مي‌دانستند. اگر ما نيز اين عقيده نااستوار را، صحيح فرض كنيم، بايد بگوييم كمتر پادشاهاني در طول تاريخ وجود داشته‌اند كه قدر اين موهبت الهي را دانسته و از آن در جهت منافع و مصالح جامعه استفاده كرده باشند‌. بيشتر آن‌ها كساني بوده‌اند كه براي استمرار قدرتمندي خود، بر زيردستان ستم كرده، امنيتِ مالي و جاني آن‌ها را قرباني خواسته‌هاي سيري‌ناپذيرِ خود كرده‌اند. در اين گفتار، با توجه به متون ادبي قرن چهارم تا هفتم هجري به ويژگي‌هاي يك حكومت آرماني پرداخته‌ايم تا دانسته شود كه حكومت چگونه بايد رفتار كند تا همگان آرامش و امنيت را حس كنند و از رفاهي نسبي برخوردار باشند؛ سپس به يادكردِ اخلاق و منشِ پادشاهاني پرداخته‌ايم كه بنا به روايت شاعران و نويسندگانِ اين دوره، از عدالت و دادگري بهره‌اي داشته‌اند و ردّ پاي حاكميت صحيح در زندگيشان ديده شده‌است. بديهي است آنچه از نظر مي‌گذرانيد، شواهدي است كه از متون ادبي استخراج شده؛ بنابراين مي‌تواند در مقايسه با حكومت‌هاي آرماني‌اي كه از زبانِ متفكران و جامعه‌شناسان معرفي شده، مورد بررسي قرار بگيرد.

Kingship was considered as a divine glory for a long time in the culture and beliefs of Iranians. Although kings used to rely on their power by the aid of their wealth and oppression or by inheritance, they regarded the rights of governing as a gift of God and their own indisputable rights. Even if we verify this unstable idea, we should mention that there have been few kings in the history that appreciated the divine blessing to use it for the interests and benefits of the community. Most of them were the ones that used to oppress their subordinates for the continuity of their power and sovereignty, and sacrificed the peoplesʹ safety and financial securities for their own insatiable desires. Our aim in this article is to point out to the characteristics of an ideal government by relying on 4th to 7th century (A.H.) literature in order to indicate how a government should behave to the community, for the people to feel peacefulness and security, to have a relative welfare. Then, we have dealt with recalling the behavior and moral of the kings, who according to narrations of the poets and authors of that era benefitted justice and fairness, and proper governance has been seen in their life. Clearly, what you are observing includes evidences extracted from literature contexts that could be compared with ideal governorships introduced by the philosophers and sociologists.
