معرفي، بررسي و ارزيابي ضرورت به‌كارگيري سيستم ناوبري حمل و نقل ويژه نابينايان در فضاهاي شهري (مورد مطالعه: شهر تهران)

Appraise the Indispensability of the Use of a Navigation System for Visually Impaired People in a City Area (Case Study: Region 6 of Tehran)

حمل و نقل عمومي‌ در شهرها موجب كاهش تراكم ترافيك و توسعه عدالت اجتماعي مي‌شود. اين موضوع براي معلولان و كم‌توانان، كمتر درنظر گرفته مي‌شود. يكي از اقشار معلولان، نابينايان و افراد داراي اختلالات بينايي مي‌باشند. عدم تجهيز سيستم‌هاي حمل و نقل عمومي‌ به زيرساخت‌هاي موردنياز براي كم‌بينايان نه‌تنها موجب عدم امكان استفاده سيستم براي آنها مي‌شود سبب كاهش ايمني و به خطرافتادن جان اين قشر از جامعه مي‌شود. حادثه‌اي كه چندي پيش براي يك نابينا در ايستگاه مترو به‌دليل كمبود علايم راهنماي مسيريابي اتفاق افتاد، هشداري جدي در اين زمينه باشد. هرچند در طول سال‌هاي گذشته پيشرفت‌هاي قابل توجهي در بهبود سيستم‌هاي حمل ونقل عمومي ‌و شخصي براي دسترسي نابينايان ديده شده است كه ازجمله آن مي‌توان به بهبود فضاهاي شهري، پياده‌رو‌ها، ايستگاه‌هاي حمل و نقل عمومي‌ و... اشاره كرد، اما هنوز هم كمبودهايي به‌ويژه در دسترسي نابينايان به سيستم‌هاي حمل و نقل مشاهده مي‌شود كه بخش اعظم آن مربوط به زيرساخت‌هاي حمل و نقل نابينايان و عدم‌استفاده از فن‌آوري‌هاي جديد در زمينه حمل و نقل نابينايان است. امروزه فن‌آوري‌هاي زيادي براي خدمت‌رساني به تحرك نابينايان در فضاهاي شهري ايجاد شده‌اند كه يكي از پيشروترين و سازگارترين آنها سيستم ناوبري مي‌باشد. با عنايت به اين‌كه تا به‌حال اين سيستم در ايران معرفي و به‌كارگيري نشده است در اين مقاله فرآيند به‌كارگيري سيستم‌هاي نوين ناوبري حمل و نقل نابينايان معرفي، ارزيابي و تحليل شده است. در ادامه ارزيابي ضرورت به‌كارگيري اين سيستم در فضاهاي شهري ارايه شده است. اين مطالعه به روش توصيفي از نوع مورد كاوي (مطالعه موردي) است.

Mass transit decreases traffic congestion and improves equality of access to transport in urban areas. However, this equality is not commonly observed for the physically disabled, of which the visually impaired, or people with vision difficulties, form part. A lack of substructure supplies for the blind in Mass transit systems means that these systems not accessible for them and also causes a threat to their safety. Despite the fact that there have been substantial improvements to develop public transportation systems for the visually impaired in recent years, including urban areas, sidewalks and public transportation station development, there are still some deficiencies, especially for the approach of the visually impaired to access transportation systems. A major part of these deficiencies is related to the transportation infrastructure and a lack of the use of modern technologies in transportation for the blind. Several technologies have been developed to facilitate the transportation of blind people in urban areas, of which the most modern and compatible techniques are navigation systems. These systems have not been introduced to and applied in Iran, and therefore the modern technologies for blind transportation navigation are evaluated and analyzed in this paper, and the essence of using this system in urban areas is presented. Finally, there is a case study of Tehran’s white cane blind educational centre, and the necessity of using this system for the visually impaired population in Tehran is studied and evaluated.
