نقش مناطق آزاد در تدوين و طراحي استراتژي ملي ايران (مورد مطالعه منطقه آزاد انزلي، حوزه كاسپين)

The role of free zones in developing and designing a national strategy on Iran (Case study-Anzali free zone, Caspian Basin)

از حاكميت و اقتدار سياسي حكومت و دولت مركزي را به خود اختصاص مي‌دهند، نسبت به ساير عناصر سازمان سياسي، فضا از موقعيت ترجيحي بهتر در استراتژي برخوردارند، و از اين حيث مورد توجه جغرافياي سياسي قراردارند. منطقه آزاد تجاري و صنعتي انزلي بدليل برخورداري از موقعيت ژيوپولتيكي واقع شدن در كنار درياچه كاسپين از متغيرهاي مهم در طراحي وتدوين استراتژي ملي محسوب مي‌شود اين مقاله فارغ از نقش ساير متغيرها در بحث استراتژي ملي به بررسي جايگاه تاثيرگذار مناطق آزاد تجاري صنعتي (مطالعه موردي منطقه آزاد صنعتي تجاري انزلي، حوزه كاسپين)دراستراتژي ملي مي‌پردازد متغير مستقل در اين مقاله، عبارت است از «نقش مناطق آزاد» و متغير وابسته آن عبارت است از «تدوين وطراحي استراتژي ملي». اين مقاله در پايان مواردي را در قالب نتيجه و پيشنهاد و همچنين چشم‌انداز پانزده ساله ارايه مي‌نمايد.

Commercial and industrial zones, regardless of its existence philosophy, nature and economic and trade functions due to allocated part of the sovereignty and political authority of the state and central government enjoy better preferred locations in the strategy than other elements of political organization. And in this respect is interest for political geography. Commercial and industrial Anzali free zone because of its geopolitical position in the Caspian Lake is considered as important variables in the design and formulation of national strategy. This article apart from the other variables in the national strategy is trying to investigate the influence of industrial free trade zones (Case study-Anzali free zone, Caspian Basin) in the national strategy. Independent variable in this paper is the role of free zones and the dependent variable is to develop and design a national strategy. In this article end with some conclusions and suggestion and also offers a fifteen years prospect.
