German Foreign policy in the New International Geopolitics

مقاله حاضر در پي فهم پيچيدگي‌هاي سياست خارجي آلمان در محيط ژيوپليتيكي نوين بين‌المللي است. كمتر تحليل‌گري وجود دارد كه به آلمان به‌عنوان غول صنعت و اقتصاد باور نداشته باشد. بااين‌حال، به‌نظر مي‌رسد كه ردپاي اين غول در عرصه سياست بين‌الملل، ظريف، محاسبه‌شده و تا حدودي زيگزاگي باشد. فرهنگ خويشتن‌داري به‌معناي امتناع آلمان از شركت در هرگونه عمليات نظامي خارج از مجوز شوراي امنيت سازمان ملل و پارلمان آن كشور به‌عنوان ميراث حاصل از تجربه دو جنگ جهان اول و دوم و ميل سنتي و ديرپاي آلمان براي كسب سهمي عمده در سياست و اقتصاد بين‌الملل دو نيروي ناهمسويي هستند كه مي‌توان گفت مقامات آلمان را براي تدوين يك استراتژي مشخص در عرصه بين‌المللي آزار مي‌دهد. مقاله حاضر، در پي آن است كه دريابد انباشت قدرت ملي آلمان پس از تجربه وحدت دوباره در نيمه نخست دهه 1990، چه تاثيري بر رويكرد و رفتار سياست خارجي اين كشور داشته است؟

This article tries to understand the complexities of German foreign policy in the new international geopolitical environment. There are few analysts who do not believe in considering Germany as a giant in industry and economy. However, it seems that this giant moves in the realm of international politics in a delicate, calculated and to some extent, unstable manner. The self – restraint culture prevalent in Germany means rejecting the participation in any military operation without United Nations Security Council or Bundestag authorization as a heritage of the two world wars. But, there is also a traditional tendency in Germany for having a considerable share in international politics and economy. These two divergent forces make it troublesome for German officials for developing a formulated strategy in the international arena. This article tries to realize how the accumulation of German national power after Germanyʹs reunification in the first half of 1990s has influenced its foreign policy approach and behavior.
