تكوين دولت به‌مثابه يك سازمان در محيط بين‌المللي؛ نگاهي نو به دولت

State Evolution as an Organization in the International Environment: A New Look at the State

از ديرباز بحث راجع‌به ريشه‌هاي شكل‌گيري و نوع نگاه به دولت با رويكردهاي واقع‌گرايانه، تكثرگرايانه، كاركردگرايانه و... در محافل دانشگاهي بحثي متداول بوده است. در اين مقاله تلاش بر اين است تا به دولت از منظري نو نگريسته شود و ابزار تحليلي جديدي را براي پژوهش‌هاي روابط بين‌المل به‌ويژه آن‌دسته از پژوهش‌هاي نظري كه دولت را متغير مستقل خود قرار مي‌دهند، به‌دست دهد؛ دولت به‌مثابه يك سازمان. بر همين اساس اين پرسش پيش مي‌آيد كه با توجه به بحث هم‌تكميلي سازمان و محيط چه مشخصه‌هايي از يك سازمان را مي‌توان براي دولت برشمرد كه با زيست اين سازمان در محيط اقتدارگريز بين‌المللي متناسب باشد؟ به‌عبارت ديگر، چه مشخصه‌هايي عوامل تكوين دولت به‌مثابه يك سازمان در محيط بين‌المللي هستند؟ در پاسخ، ادعاي اصلي مقاله حاضر اين است كه دولت به‌عنوان سازماني كه در چنين محيطي زيست دارد، اين مشخصه‌هاي هويت‌ساز را دارا مي‌باشد: مسيوليت‌پذيري ضمني دولت‌مردان، تعدد كارشناسان براي بررسي ابعاد گوناگون مسيله، اينرسي سازماني و رويه‌هاي بيناذهني دولت‌مردان در مورد تجارب كلان تاريخي.

For a long time, there have been many discussions regarding the roots of the state and its formation in academic circles using realist, pluralist, and functionalist approaches. This article tries to look at the state from a different point of view and to give a new analytical instrument for international relations which poses the state as its independent variable: the state as an organization. Now, the question is that given the inter-complementary nature of organization and environment, which features of organizations, could be compatible with its living in an international environment which evades any central power? In other words, which characteristics constitute the factors involved in state evolution as an organization in the international environment? To answer these questions, the article claims that the state as an organization living in such an environment has these identity–making features: implicit responsibility of statesmen, multiplicity of experts for studying the different aspects of the issue, organizational inertia, and interobjective procedures of statesmen regarding historical experiences.
