بررسي رابطه احداث پروژه‌هاي توسعه شهري و آسيب‌هاي اجتماعي (مورد مطالعه: سوله بازيافت زباله پل كن منطقه 9 تهران)

The Relationship between the construction of Urban Developmental Projects and Social Pathologies (case study: Kan-bridge Garbage Recycling Site in Tehranʹʹs District 9)

هر اقدام توسعه‌اي شهري، ناگزير پيامدهاي اجتماعي را براي شهروندان به دنبال خواهد داشت. اين مقاله با هدف شناخت پيامدهاي اجتماعي «پروژه سوله بازيافت زباله پل كن» در منطقه 9 تهران تهيه شده است. اين مطالعه با استفاده از روش «ارزيابي اثرات اجتماعي» و تكنيك‌هاي كمي (پيمايش 212 نفر) و كيفي (30 مصاحبه عميق فردي) با گروه‌هاي تحت‌تاثير انجام گرفته است. مهمترين پيامدهاي اجتماعي اين پروژه به شرح زير است: با بهره برداري از پروژه سوله بازيافت، كاركنان مراكز همجوار از جمله كمپ ترك اعتياد، گرمخانه، خودروسازي سايپا، مجموعه ورزشي و فرهنگي كارگران نه تنها از پيامدهاي منفي (آلودگي‌ زيست‌محيطي و بهداشتي، بيماري‌هاي تنفسي و بوي نامطبوع) پروژه تاثير خواهند پذيرفت، بلكه زمينه بروز آسيب‌هاي اجتماعي، گروه هاي منحرف و كجرو (اعتياد و فروش موادمخدر) در بين كاركنان اين مراكز ايجاد خواهد شد زيرا كارگران سوله بازيافت اغلب داراي سوابق مصرف و فروش مواد مخدر، سرقت، نزاع و درگيري بوده و برقراري ارتباطات مداوم و گسترده اين گروه با معتادان كمپ و افراد بي خانمان گرمخانه كه در همجواري سوله بازيافت واقع شده اند زمينه بروز اين‌گونه آسيب‌هاي اجتماعي را افزايش خواهد داد.

Every urban developmental project surely has certain social ramifications for the residents of that city. This article aims to identify some of the social consequences of the construction of Kan-bridge Garbage Recycling Site in Tehranʹs District 9. In that regard, a "social Impact assessment" approach was utilized and 212 questionnaires were filled out by members of impacted populations and 30 in-depth interviews were also conducted with concerned individuals and authorities. Major findings are as follows: with the opening for business of the Kan-bridge garbage recycling site, the employees of the adjacent establishments- such as a drug rehabilitation site, the Garmkhaneh homeless shelter, SAIPA automotive plant, employeesʹ recreational and cultural complex- not only suffered negative consequences, like health and environmental pollution, respiratory ailments, and unpleasant odors, but other social problems such as drug dealings and drug addictions also surfaced among the employees of these establishments. That is due mainly to fact that the majority of those who work the garbage recycling site had been involved in drug using and pushing, in theft and street fights and the like. The construction of the Kan-bridge garbage recycling site facilitated contact among these individuals with the employees of these establishments.
