بررسي جايگاه مشاركت شهروندي در مديريت شهر مشهد (با تاكيد بر نقش شوراي شهر)

The Study of the State of Citizen Participation in Managing Mashhad City (With Emphasis on the Role of City Council)

امروزه شوراي شهر به عنوان يكي از اركان اصلي مديريت شهري، نقش مهمي در رفع مشكلات و ايجاد هماهنگي بين ساير اركان مديريت شهري ايفا مي‌كند؛ چراكه از يك سو نماينده تمام عيار شهروندان در سيستم مديريت شهري است و از سوي ديگر از نظر قانوني مي‌تواند به عنوان بازوي نظارتي سيستم مديريت شهري عمل كند. با توجه به مشكلات فراوان در ساختار مديريت شهر مشهد تحقيق حاضر با هدف بررسي عملكرد شوراي شهر مشهد و نقش آن در افزايش مشاركت شهروندان، انجام گرفت. بدين منظور پرسشنامه‌اي با حجم نمونه 384 نفر از شهروندان و 11 نفر از اعضاي شوراي شهر مشهد تكميل گرديد. نتايج تحقيق نشان مي‌دهد كه ميزان علاقه‌مندي شهروندان به مديريت شهري برابر با 22/3 و از ميانگين نظري بالاتر بوده اما عملا ًميزان مشاركت آنها در حد پاييني است. از طرف ديگر با تحليل پرسشنامه مشخص شد كه شوراي شهر نتوانسته در افزايش مشاركت شهروندان تاثيري داشته باشد.

Nowadays, city council as a building blocks of urban management play an important role in dealing with problems and facilitating coordination between other elements of urban management. Because, on one hand, they are full-fledged representative for citizen in urban management system and on the other hand, they can act as the regulatory arm in urban management system. So, given the enormous problems in the structure of Mashhad urban management and with the aim of reviewing the performance of Mashhad city council and its role to increase citizen participation, this study was done. Also, to achieve the research objectives, a questionnaire was completed with sample size of 384 citizen and 11 members of the Mashhad city council. The results show that the rate of citizen interest in urban management is 3.22 which is higher than theoretical average. But, in fact, their participation rate is low. On the other hand, questionnaires analysis revealed that the City Council couldnʹt impact on increasing citizen participation.
