مدل كاربست مديريت دانش در سازمان هاي دولتي ايران: چالش ها و راهكارها

Applying the model of knowledge management in government agencies of Iran: Challenges and Solutions

هدف اين پژوهش،آسيب شناسي مديريت دانش در سازمان هاي دو لتي و ارايه ي راهكارهاي كاربردي براي بكارگيري و ارتقاي است.پژوهش با اين سيوال اساسي شروع مي شود كه چگونه مي توان دانش را در سازمان هاي دولتي مديريت نمود؟ از روش انگاره نگاري مفهومي براي انجام اين پژوهش استفاده شده است.در اين راستا ، پژوهش به بررسي عوامل موثر بر مديريت دانش در سازمان هاي دولتي پرداخته و ضمن شناسايي 51 شاخص به عنوان مولفه اي اثرگذار بر مديريت دانش در سازمان هاي دولتي ايران، اين مولفه ها را در قالب سه دسته ازعوامل طبقه بندي نمود: كه عبارتند از: عوامل سازماني،عوامل محيطي و شهروندان .اين بررسي ها بر مطالعه و بررسي دقيق مباني نظري و آراي 17 نفر از اساتيد مديريت دانش در ايران مبتني بوده است. اثرگذاري اين عوامل در مدل پيشنهادي بر اساس تجزيه و تحليل هاي انجام گرفته كه با كمك نرم افزارهاي lisrel وStella انجام گرفته است، مورد تاييد قرار گرفت.

This study examines knowledge management and pathology it in the public organizations in Iran. It aims at developing framework to guide public organizations in their efforts to manage knowledge.This research has started with two main questions: How it is possible to manage knowledge in public organizations of Iran effectively? -What are dimensions of knowledge management model in public organizations? Research methodology is concept mapping. For doing this, Researchers have used experts groups and Delphi study and for analyzing data survey and statistical method (Lisrel&Stella) were selected. This study holds that a knowledge management framework for public organizations is different from this in the public sector, Based on the research, we provide a conceptual model .This model combine of 51 indexes. The model proposed involves three factors: Organizational, knowledge citizens and contextual factors. The study results indicate these factors effect on knowledge management in public organizations in Iran.
