The Role of Research and Development Units in University Management Information Systems: A Comparative Study

مقدمه: يكي از مهم ترين مشكلات مديران در دانشگاه هاي علوم پزشكي كشور با توجه به وجود نظام ادغام آموزش و ارايه ي خدمات، درگيري اين مديران در كارهاي مختلف و محدوديت دسترسي به اطلاعات كافي جهت تصميم گيري است. از اي نرو، اتخاذ تدابيري در جهت فراهم شدن اطلاعات لازم براي تصمي مگيري، حياتي به نظر م يرسد. پژوهش حاضر با هدف تعيين نقش واحدهاي تحقيق و توسعه در سيستم اطلاعات مديريت دانشگاه هاي منتخب تعدادي از كشورها، جهت استفاده از اين تجارب در دانشگا ههاي علوم پزشكي كشور انجام شده است. روش بررسي: اين مطالعه به صورت تطبيقي و مقطعي در سال 1389 انجام گرفت. در ابتدا ضمن مطالعه ي مباني نظري، سوابق موجود و ادبيات مرتبط مطالعه گرديد و سپس وضعيت نظام تحقيق و توسعه در 8 دانشگاه خارجي مورد بررسي قرار گرفت. داده ها با استفاده از مشاهده ي پايگاه اطلاع رساني و انجام مصاحب ههاي تكميلي با دفاتر پي شگفت جمع آوري گرديد. متغيرهاي اصلي تحقيق شامل رسالت واحد، اهداف واحد و فرايندهاي كليدي واحد بود. در نهايت داده ها با بهره گيري از جداول تطبيقي مقايسه و تحليل شد. يافته ها: مهم ترين نقش واحد تحقيق و توسعه عبارت از ارايه و تحليل اطلاعات دقيق در زما نهاي مناسب با انجام مطالعات لازم، پشتيباني از فرايند تصميم گيري و سياس تگذاري و بهبود كيفيت فعاليت ها و ارتقاي دانشگاه، ارايه ي تصويري مناسب از دانشگاه با ارايه ي آمار و اطلاعات مربوط به آن و تسهيل همكاري با واحدهاي همتا در ساير دانشگاه ها بود. نتيجه گيري: با توجه به نقش كليدي واحد تحقيق و توسعه در سيستم اطلاعات مديريت دانشگاه، پيشنهاد مي شود دانشگاه هاي علوم پزشكي كشور در صورت عدم وجود واحد تحقيق و توسعه و يا عدم ايفاي نقش جدي اين واحد در سيستم اطلاعات مديريت دانشگاه، اقدامات اصلاحي را در اين خصوص انجام دهند. واژه هاي كليدي: تحقيق و توسعه؛ دانشگاه ها؛ ايران.

Abstract Introduction: The integrated educational system and service provision have involved the managers of Iranian universities of medical sciences in different tasks and limited their access to adequate information for decision making. Hence, it seems to be vital to adopt plans in order to provide necessary information for decision making. The current study was carried out to define the role of research and development units in management information system of selected universities of some countries in order to apply these experiences to Iranian universities of medical sciences. Methods: This comparative, cross-sectional study was conducted in 2010. First, the theoretical foundations, the available records and related literature were studied. The status of research and development system was then investigated in 8 international universities. Data was collected by observing websites and performing supplementary interviews with the aforementioned institutions. The main research variables included the tasks, objectives and key processes of the unit. Finally, data was analyzed and compared using comparative tables. Results: The most significant roles of research and development units included providing and analyzing accurate information by conducting necessary studies at the appropriate time, supporting the decision and the policy making processes, improving the quality of activities, upgrading universities, providing an appropriate image of the university by giving relevant statistics and information, and facilitating cooperation with counterpart units in other universities. Conclusion: With regard to the key role of research and development units in university management information systems, Iranian universities of medical sciences are proposed to take corrective actions if they lack a fully efficient research and development unit.
