آموزش پيش از دبستان (وضعيت موجود،كاستي‌ها، پيشنهادها و تدوين سياست‌ها)

Pre-School Education: The Current Situation, Inadequacies, Suggestions and Policy Making

جهت بررسي كمي و كيفي فعاليت‌هاي مراكز آموزشي پيش از دبستان، پژوهش حاضر صورت گرفته است. در اين پژوهش، 38 مركز پيش‌دبستاني (19 مركز تحت نظارت آموزش و پرورش و 19 مركز تحت نظارت سازمان بهزيستي)، به صورت تصادفي انتخاب شدند. با كمك مشاهده، مصاحبه و پرسشنامه ارزيابي كمي و كيفي مراكز آموزشي پيش از دبستان، داده‌ها جمع‌آوري گرديده و با كمك نرم‌افزار«SPSS» داده‌ها تجزيه و تحليل شد. مراكز آموزشي پيش از دبستان، در فضاي فيزيكي، وضعيت نيروي انساني، تجهيزات و عملكرد هفده‌گانه با يكديگر مقايسه شدند. نتايج بيانگر وجود تفاوت مراكز آموزشي پيش از دبستان سازمان بهزيستي و آموزش و پرورش بوده است. با توجه به نتايج بدست آمده، پيشنهادهاي لازم ارايه گرديد. جهت برنامه‌ريزي و سياست‌گذاري آموزش پيش از دبستان، سياست‌هاي لازم تدوين گرديد.

The present study aims at a qualitative and quantitative investigation of the activities in pre-school educational centers. In this study, 38 pre-school centers (19 centers under Ministry of Education, and 19 under the Welfare Organization) were selected randomly. The process of data-gathering was done through observation, interviews, questionnaires, and the qualitative and quantitative evaluation of these centers; and the data were analyzed using SPSS software. The pre-school centers were compared in their physical appearance, the status of manpower, the equipments and their seventeen functions. The results showed a difference between the centers under the Ministry of Education and those under the Welfare Organization. In view of the results obtained, some necessary suggestions were made and the essential policies were made for planning and policy making in pre-school education.
