افزايش احساس امنيت شهروندان شهر ري با اجراي طرح مبارزه با اراذل و اوباش

Enhancement of Security Feeling among Shah-e-ray Citizens through Implemenatation of Anti-Hoodlums campaign Project

بر اساس ماده 3 قانون ناجا، هدف از تشكيل نيروي انتظامي، استقرار نظم و امنيت و تامين آسايش عمومي، فردي و ... مي باشد. برخورد سخت، هوشيارانه و همه جانبه با اراذل و اوباش، از سال 1375 با طرح جمع آوري اراذل و اوباش در دستور كار ناجا قرار گرفت. تحقيق حاضر به منظور بررسي ميزان تاثير اجراي طرح مبارزه با اراذل و اوباش در احساس امنيت شهروندان شهر ري در سال 1387 به شرح زير به سامان رسيده است. كسب آگاهي از ميزان احساس امنيت شهروندان شهر ري، مقايسه تطبيقي وضعيت گروههاي مختلف جامعه بعد از اجراي طرح و ارايه راهكارهايي در جهت افزايش دامنه ثمربخشي طرح در آتي است. در اين تحقيق از روش پيمايشي استفاده شده است. به منظور دستيابي به نظر شهروندان چك ليست 15 سوالي در بين 100 نفر از شهروندان به روش نمونه گيري خوشه اي چندمرحله اي توزيع شد. نتايج داده ها نشان مي دهند اكثر مردم گزارش كردند كه پس از اجراي طرح اراذل و اوباش توسط سركلانتري نهم شهر ري در شهر ري شبها با آرامش بيشتري در محله ها تردد مي كردند p < 0/001 همچنين از خالي گذاشتن منزل به مدت چند روز هراسان نبودند p < 0/001 و نيز گزارش كردند وقتي در خانه بودند احساس آرامش و آسودگي مي كردند p < 0/001 همچنين مردم گزارش كردند پس از اجراي طرح اراذل و اوباش خود و خانواده شان احساس امنيت بيشتري داشتند p < 0/001 و دريك جمع بندي نتايج حاصل از اين پژوهش حاكي است اجراي طرح مبارزه با اراذل و اوباش با افزايش احساس امنيت شهروندان در ارتباط بوده و اكثريت جامعه آماري تحقيق، عملكرد ناجا را در اجراي طرح مزبور مطلوب مي دانند.

According to article No. 3 of Police Forces Law, the philosophy behind establishment of police forces is providing security and order and making the public and individuals feel secure. Combating hoodlums has been one of the major missions of the Iranian police forces. The present survey conducted aiming at getting information about the effectiveness level of campaign against hoodlums from the public viewpoint in 2008 as follows: Getting to know about level of security feeling among Shahr-e-Ray citizens, contrastive analysis of various groups of peopleʹs ideas after the campaign is performed against hoodlums, and offering recommendations in line with enhancing the range of the effectiveness of the antihoodlumsʹ campaign for future. Survey method is used to achieve the target. In order to get to know about the citizensʹ views, a fifteen –item checklist distributed among the citizens and the required information collected through multi-stage cluster sampling. Majority of the respondents announced that after implementation of the project by the ninth police station in Shahr-e-Ray, they visited all the prone to crime neighborhoods more relaxed (p < 0.001). They were not either afraid of leaving their houses for a rather long time (p < 0.001). They also stated that they felt more comfortable after implementation of the campaign against hoodlums (p < 0.001). They also felt more secure while visiting parks and other public places (p < 0.001). The results of the survey indicate that implementation of the anti hoodlums campaign has had relationship with enhancement of security feeling among citizens; in addition majority of the under survey community believe that police forces performance has been desirable while implementing the project
