بهبود فرايند صدور مجوزهاي معدني و صنعتي بر پايه دولت الكترونيك مكان محور: نمونه مطالعاتي احداث كارخانه سيمان با رعايت ملاحظات زيست محيطي

Using Spatial Enabled E-Government to Improve the Process of Issuing Industrial and Mineral licenses: A Case Study for Cement Factory Establishment, Respecting Environment Constrains

فرايند صدور مجوزهاي صنعتي و معدني، به شكل كنوني، پيچيده و زمان‌بر است. بويژه اين كه ايجاد صنايع، بيشتر با آلودگي هاي زيست محيطي همراه هستند و به‌دليل استفاده نكردن از سازوكارها و اطلاعات مناسب، ملاحظات زيست‌محيطي به‌طور مناسب و شايسته رعايت نمي شوند. اين پژوهش، روش جديدي را مبتني بر سامانه‌هاي اطلاعات مكاني تحت وب در قالب دولت الكترونيك براي آسان كردن فرايند صدور مجوزهاي صنعتي و معدني با تاكيد بر رعايت مسايل زيست محيطي ارايه مي كند. براي اين منظور، صدور مجوز كارخانه سيمان به‌عنوان نمونه مطالعاتي انتخاب و در ابتدا فرايند فعلي صدور مجوز كارخانه سيمان بررسي شد كه نشان‌دهنده لزوم طي كردن فرايندهاي پيچيده اداري و صرف زمان بسيار طولاني (گاه تا دو سال) است؛ افزون براين مسايل زيست‎محيطي به خوبي رعايت نمي شوند. سپس با بهره گيري از مفاهيم و اهداف دولت الكترونيك و قابليت‌هاي سامانه‌هاي اطلاعات مكاني در انجام تحليل‌ها و تصميم گيري‌هاي مكاني، روشي جديد براي صدور مجوزهاي صنعتي پيشنهاد شد. براي نمايش و ارزيابي روش پيشنهادي، يك سامانه اطلاعات مكاني توزيع‌شده تحت وب طراحي و پياده سازي شد. نتايج اين پژوهش، گوياي آن است كه فرايند صدور مجوز كارخانه سيمان با روش پيشنهادي در زماني بسيار كمتر و با رعايت ملاحظات زيست‎محيطي قابل انجام است. روش پيشنهادي مي‌تواند به‎عنوان الگويي براي پياده‎سازي دولت الكترونيك مكان محور در فعاليت‌هاي صنعتي و معدني كشور مورد توجه قرار گيرد.

The current process of issuing industrial and mineral licenses is complex and time consuming. More specific, industry establishment generally makes environmental pollution. Such negative impact on environment is due to not using proper information and mechanisms for site selection and license issuance. This research suggests a new process/method based on WebGIS enable e-government to simplify the issuance of industrial licenses, with special consideration of environmental impacts. To study, issuance of license for cement factory establishment is chosen as a case study. Investigation of the current process of certificating a cement factory establishment shows necessity of complex official process and long time consumption; also environmental considerations are not regarded properly. Then using concepts and aims of e-government and the abilities of geographical information systems in analyzing and spatial decision making, a new method to issue the industrial license is suggested. To show and evaluate the proposed method, architecture of a web based distributed geographical information system is designed and implemented. The results of the research indicate that the issuance of license for cement factory establishment using recommended method is performed in less time and with regarding the environment issues. The suggested process/method can be regarded as a pattern for creating spatial enabled e-government in industrial and mineral activities of the country.
