Strategies of governing Ghaznavian in Beihaghi’s history

در هر دوران از آثاري كه به محيط اجتماعي خود مربوط مي‏شوند، مي‏توان به برخي از انديشه‏هاي سياسي آن دوران پي برد. اين آثار يا بيانگر انديشه‏ي حاكم بر محيط اطراف خود هستند يا گوياي آرا نويسنده‏ي اثر به مثابه يك منتقد. در اين صورت مي‏توان دسته‌ي دوم را انديشه‌هاي آرماني سياسي دانست كه در ايده‌آل‌هاي شخص يا گروهي خاص وجود داشته‌اند. تاريخ بيهقي در ميان اين دو دسته از انديشه‌ها، به نوعي در نوسان است؛ از سويي منعكس كننده‏ي فرهنگ و گفتمان سياسي دوره‌ي سلطنت غزنويان است و بيانگر رفتار آنان در راه و رسم كشورداري است و از سوي ديگر خود بيهقي در جاهايي به بيان انديشه‌هاي سياسي مطلوب خود مي‌پردازد، انديشه‌هايي كه گاه بدليل عملكرد حكومت ناكام مانده و در حكم آرزوهاي بيهقي مانده است. او در اثر خود بيشتر به تبيين مباني و سازوكارهاي دستگاه حكومتي غزنويان پرداخته است و در شكل تدابير حكومتي، باز نموده است؛ مهمترين تدابير حكومتي كه در اين مقاله با استناد به تاريخ بيهقي، بررسي شده عبارتند از: تدابير ديني، تدابير سياسي ـ امنيتي و تدابير اجتماعي. اين مقاله با روش اسنادي و مدل توصيفي- تحليلي در پاسخ بدين سوال نگاشته شده كه مهمترين تدابير حكومتي غزنويان در سياست مملكت داري چه بوده است.

The political ideas of a period might be discover by studying the works related to the social environment. Such works either indicate the ideas dominating the surrounding environment or tell the comments of an author as a critique. Thus, the second class can be known as the ideal thinking of politics observed in a personʹs or a groupʹs ideals. Beihaghiʹs history is swing between these two classes of thinking: on one hand, it reflects the political culture and index of the king Ghaznaviʹs period of government while also expressing their conduct of governing. On the other hand, Beihaghi’s himself expresses his desired political ideas, which failed and were as his wishes because of the governmentʹs functions. He describes the basics and strategies of Ghaznavianʹs system of strategies in his works and clarifies them in the form of governmentʹs strategies. The most important strategies studied in the current article with respect to Beihaghiʹs history include religious strategies, political strategies and social strategies. The current research written through the documentary method and an analytical- descriptive model to answer the question what were the most important strategies of governing policies in Ghaznavian’s method of governing.
