تعيين جهات بهينه توسعه شهر بر اساس پارامترهاي محيطي (مورد: شهر بابلسر)

Determination the optimal directionof development based on environmental parameters (Case study: the city of Babolsar)

هدايت و تعيين جهت رشد كالبدي شهر يكي از اصولي‌ترين مسايل مرتبط با مباحث توسعه پايدار با هدف بهينه‌سازي رشد شهر است. از آنجايي كه زمين‌هاي پيراموني شهر به‌ويژه در شهرهاي ايران به‌عنوان محيط پشتيبان شهر مورد توجه‌اند و در عين حال، بخش بسياري از شهرهاي ايران در پسكرانه زمين‌هاي كشاورزي ايجاد شده‌اند؛ بنابراين توجه به تعيين جهتي براي رشد كالبدي شهر- كه در آن به زمين‌هاي كشاورزي كمترين آسيب وارد شده و در ارتباط با ساير پارامترهاي طبيعي چون گسل و ساختار زمين‌شناسي، جهت باد، سطوح آب‌هاي زير‌زمين و غيره نيز بهترين شرايط را داشته باشد- يكي از مسايل مهم در مفاهيم نظري برنامه‌ريزي محيطي است. هدف اين مقاله، بررسي و تعيين بهترين جهات رشد كالبدي شهر بابلسر بر مبناي مجموعه‌پارامترهاي طبيعي مانند سطوح آب‌هاي زير‌زميني، گسل و ساختار زمين‌شناسي، زمين‌هاي كشاورزي، جهت باد و حريم آبراه است. براي تعيين جهت بهينه رشد كالبدي شهر بابلسر، از روش تحليل سلسله‌مراتبي AHP و ELECTRE استفاده شده است. در اين روش‌ها پنج گزينه يعني محور غربي، شرقي، جنوبي، جنوب‌شرقي و جنوب‌غربي بر مبناي شاخص‌هاي پنج‌گانه بررسي شده‌اند. نتايج محاسبات نشان مي‌دهد دو محور غربي و شرقي بيشترين اولويت را جهت هدايت رشد كالبدي شهر بابلسر دارند.

One of the important aspects of sustainable development is directing and determining the physical growth of a city. As regardsthe lands around cities, especially in Iran, are considered as support environments. A significant proportion of Iranian cities have been located in agricultural hinterlands, therefore it is important to determine the direction of physical growth of the cities with the least damages to agricultural land. Considering other parameters like faults and the geological structure, wind, water levels is essential in environmental planning literature. The aims of this article are to review and determine the best physical growth direction of Babolsar city based on natural parameters such as underground water levels, faults and geological structure, land, wind, and waterways ranges. To determine the optimum physical growth direction of Babolsar the AHP and ELECTRE method has been used. Based on five indicators, the west, east, south, southeast and southwest vectorial have been studied. According to the paper results, the eastern and western vectorial have the highest priority to direct physical growth of Babolsar city.
