عوامل و متغيرهاي موثر بر تبيين بخش مركزي شهرهاي مياني (مورد مطالعه: شهر بوكان)

The Influential Factors and Variables in Explaining Central District of the Intermediate Cities (Case Study: Bookan)

بخش مركزي شهرها بسته به شرايط و ويژگيهاي خاص هر شهر و در سطوح مختلف شهري به عنوان پهنه‌اي كه مهمترين و برترين فعاليتها را در خود جاي داده است، در شهرهاي مختلف داراي ويژگيهاي متفاوت است. با اين حال علي‌رغم اهميت اين بخش از شهر، تحقيقات انجام شده در مورد آن بيشتر با تاكيد بر شهرهاي بزرگ و عمدتاً با هدف حل مشكل صورت پذيرفته است. بنابراين در اين تحقيق چارچوبي متشكل از عوامل تاريخي (هسته اصلي شهر، مرحله‌بندي گسترش تاريخي شهر، عناصر شاخص و نمادين شهر)، اقتصادي (بازار شهر، ارزش زمين و سرقفلي واحدهاي تجاري، فعاليت موسسات مالي، بيمه و تامين اجتماعي، تراكم اشتغال)، اداري (فعاليت مراكز اداري دولتي و عمومي)، اجتماعي (تراكم جمعيت در ساعات خاصي از روز، فضاهاي عمومي شهر، برگزاري مراسم اجتماعي، تراكم مراكز فرهنگي، تراكم جمعيت، فعاليتهاي پذيرايي شهر)، ترافيكي (تعداد سفرهاي جذب شده درون شهري، سهولت دسترسي، نقطه كانوني براي ترافيك، تراكم ايستگاههاي حمل‌ونقل درون شهري) و كالبدي- فضايي (تراكم ساختماني، بافت قديمي، معماري مجزا، ساختار و الگوي توسعه شهر، الگو و تركيب كاربري اراضي) ارايه شده است. سپس با تحليل فضاي شهري بوكان به عنوان يكي از شهرهاي مياني ايران، نقش هر كدام از عوامل مزبور در شكل‌گيري بخش مركزي آن بررسي شد. بررسيها نشان داد كه در شهر بوكان از ميان مجموعه عوامل تاثيرگذار بر بخش مركزي، عوامل تاريخي و اقتصادي داراي نقش بيشتري بوده، كاركرد اداري آن در طول سالهاي گذشته غيرمتمركز شده و همچنين تنوع كاركردي و فعاليتي مهمترين وجه تمايز بخش مركزي شهر بوكان از ساير قسمتهاي آن مي‌باشد. يافته‌هاي پژوهش نشان داد كه بخش مركزي شهر بوكان، كه هسته تاريخي آن نيز محسوب مي‌‌شود، مهمترين و برترين فعاليتهاي شهر را در خود جاي داده است و بر اين اساس با در برگرفتن طيف گسترده‌اي از فعاليتهاي مختلف، داراي كاركردهاي مختلفي بوده و محدوده آن از اين لحاظ با ساير قسمتهاي شهر تفاوت اساسي دارد.

City central district, where the most important events of a city take place, has different features in different cities according to the specific conditions of that city. However, in spite of the significance of this district in the city space, the researches in this field have been done with an emphasis on big cities and mainly for problem-solving purposes. In this study, therefore, a framework consisting of economic (land and shopping value, employment density and distribution of financial, insurance and social security institutions), historical (the historic core of the city, stages of city development and symbolic elements of the city), social (public spaces of the city, density of cultural centers, population density, population density in certain parts of the day), traffic (centeral place for traffic, transport station density of city and accessibility), governmental (activity of governmental and public office centers) and physical- spatial factors (building density, historic fabric, specific architecture, urban development pattern and land use pattern), was presented. Through analyzing the urban space of Bookan, as an intermediate city located in Iran, the role of the above-mentioned factors in the development of its central district was investigated. Then, the major factors contributing to the explanation of this district were identified. The results showed that, among the set of factors influencing the central district historic and economic factors, were the most important ones in Bookan;on the other hand, the governmental function has been decentralized, and functional and activity variances are the major features of city central district of Bookan compared to other parts of the city. Our findings also show that the central district of Bookan city include the most important activities of the city; therefore, by including wide range of different activities it has different functions and, thereby, its boundary basically differs from that of other parts of the city from this perspective.
