اجرا‌كنندگان، توليد‌كنندگان آثار صوتي و سازمانهاي پخش راديو تلويزيوني كه به «ذينفعان حقوق مرتبط» معروف‌اند، اشخاص و سازمان‌هايي هستند كه به عرضه آثار ادبي و هنري در جامعه مي‌پردازند و لازم است در كنار پديدآورندگان آثار ادبي و هنري، از اين اشخاص هم حمايت شود تا با نقض حقوقشان توسط افراد سودجو، مهارت، تخصص و سرمايه‌اي كه به كار برده‌اند، ناديده گرفته نشود. در بيشتر كشورهاي دنيا اين اشخاص بر اساس حق مولف يا حقوقي مرتبط با حق مولف و در عين حال مجزا از آن مورد حمايت قرار گرفته‌اند. كنوانسيون رم 1961 اولين معاهده بين‌المللي است كه به طور خاص به حمايت از حقوق مرتبط پرداخته‌ است و پس از آن نيز معاهدات ديگري به حمايت از اين حقوق پرداخته‌اند و سطح حمايت را ارتقا بخشيده و موجب شناسايي بيشتر اين حقوق در كشورهاي دنيا شده‌اند. در معدود مقررات موضوعه ايران، اشاراتي به حقوق توليد‌كنندگان آثار صوتي و سازمانهاي پخش راديو تلويزيوني شده، ولي حقوق اجرا‌كنندگان مورد توجه قرار نگرفته است. پيش‌نويس قانون جديد مالكيت ادبي و هنري، حاوي مقررات مفصّلي است كه در صورت تصويب مي‌تواند در تمام زمينه‌ها از جمله حقوق مرتبط، خلاهاي موجود را برطرف و حقوق ايران را با استانداردهاي بين‌المللي هماهنگ كند.

Performers and producers of sound works and radio-television broadcasting organizations known as "beneficiaries of related rights" are those persons and organizations who present literary and artistic works. In addition to the creators and makers of such works, these persons and organizations must be legally protected so that their skills, expertise, and capital may not be neglected and their rights may not be infringed by those who want to abuse them. In most countries, such persons and organizations are protected by copyright or by rights related to, yet independent of, copyright. The Rom Convention 1961 is the first international treaty which is specifically concerned with the protection of such related rights. Since then, other treaties have guaranteed the protection of these rights, advanced the degree of protection, and have made these rights to be more recognized internationally. A few Iranian regulations make reference to the rights of the creators of sound works and radio-television broadcasting organizations. But they neglect the rights of performers. The draft of the new Act on Literary and Artistic Works includes detailed regulations which, if enacted, can fill current gaps and make Iranian law compatible with international standards.
