A Sociological Thinking about Identifying and Determining Priority of Social Problems in Iran

هر جامعه‌اي متناسب با شرايط اجتماعي و فرهنگي خود همواره با مسايل خاصي روبه‌روست. تشخيص و تعيين اهميت و اولويت اين مسايل نيز با توجه به اوضاع زماني و مكاني هر جامعه‌اي مي‌تواند متفاوت باشد. بنابراين، تشخيص و تعيين اولويت مسايل اجتماعي در تمام جوامع يكسان نيست. مقاله حاضر با توجه به اين موضوع در پي ارايه تحليلي جامعه‌شناختي از ماهيت و اولويت مسايل اجتماعي در ايران است. براي اين منظور، ابتدا ملاك‌هاي تشخيص و اولويت‌بندي مسايل اجتماعي از ديدگاه‌هاي مختلف بررسي‌شده و با تكيه بر رهيافت برساخت‌گرايي به بررسي اولويت مسايل اجتماعي از ديدگاه عامه مردم و نخبگان حاكم بر كشور پرداخته است. مطالعه با روش تحليل ثانويه چهار پيمايش ملي را طي يك بازه زماني ده ساله با نمونه‌اي مشتمل بر 429/36 نفر مورد بررسي قرار داده است. نتايج تحقيق نشان مي‌دهد كه مسايل اقتصادي داراي بالاترين اهميت و اولويت در ميان جامعه ايراني است و پس از آن مسايل حوزه اجتماعي قرار دارد. بررسي ادراك مردم ايران از اهميت و اولويت مسايل اجتماعي نشان مي‌دهد كه ميان گروه‌هاي اجتماعي مختلف، به‌ويژه عامه مردم و نخبگان حاكم كشور، تفاوت چنداني وجود ندارد. همچنين اولويت‌بندي مسايل اجتماعي از سوي مردم با توجه به حوزه‌هاي اجتماعي مختلف از الگوي خاصي پيروي مي‌كند. درنهايت نيز، يك الگوي تعامدي از شرايط عيني و ذهني براي تشخيص اهميت و اولويت مسايل اجتماعي در ايران پيشنهاد شده است.

Social problems of any society may differ from others according to its socio-cultural differences. Therefore, identifying, importance and priority of these problems is different with respect to time and local conditions in each society. As a result, recognizing and precedence of social problems is not the same in all societies. The current paper tries to present a sociological analysis on nature and priority of social problems in Iran. To do so, at first the identifying and prioritizing of social problems from different views are assessed and then based on constructionism perspective, the priority of social problems is dealt with from the public and governing elitesʹ point of view. The study measured Data from four national surveys in a ten year period with 36429 respondents through a secondary analysis. Results showed that economic problems are on the top in Iranian society and after that, social problems is located. Exploration on Iraniansʹ conception on importance and priority of social problems shows that there is no big variation among different groups of people, specifically, ordinary people and governing elites. Prioritizing of social problems in different social areas follows a special pattern as well. At the end, an orthogonal pattern from subjective and objective conditions for recognizing the importance and priority of social problems in Iran is proposed.
