An Asset-Based Approach for Improving Deteriorated and Historical Fabrics (Case study: Bagh Azari Community, District 16 Tehran)

بررسي رويكردهاي مداخله در بافت?هاي شهري نشان?دهنده وجود تحولات در آنها و تاكيد بر احياي محلات به‌عنوان سلول?هاي شهري در چهارچوب نظريه توسعه پايدار است. اين تحولات درجهت تغيير ديدگاه?هاي دوبعدي و نگرش صرف كالبدي به ديدگاه?هاي اصلاح?طلبانه و مبتني بر ظرفيت?هاي محيطي موجود است. ديدگاه?هاي اصلاح?طلبانه با ارايه رويكردهاي جديد مداخله در بافت?هاي ناكارآمد شهري در صدد استفاده از توان?هاي بالقوه و بالفعل موجود در محيط براي توسعه و ادامه چرخه حيات محدوده?هاي ناكارآمد شهري است. در اين نوشتار كه از نوع توصيفي-تحليلي است، براي تدوين چهارچوب نظري از روش اسنادي استفاده شده است و به‌وسيله ابزار پرسش‌نامه، مصاحبه و مشاهده ساير اطلاعات مورد نياز از نمونه مورد مطالعه جمع?آوري گرديده است. هم‌چنين براي تجزيه و تحليل اطلاعات به‌دست‌آمده، نرم‌افزار Spss و Excel مورد استفاده قرار گرفت. مقاله حاضر در قالب برنامه?ريزي محله‌محور، اقدام به تدوين مدلي جهت شناسايي دارايي?هاي محلي و مشاركت ساكنان در تهيه طرح نمود و با كاربست مدل پيشنهادي در محله باغ‌آذري طرح سامان‌دهي محله را پيشنهاد داد تا با تاكيد بر ساختار فضايي پيشنهادي، زمينه بهبود تعاملات و روابط مناسب اجتماعي ميان ساكنان و حفظ و ارتقا دارايي?هاي محله را فراهم آورد. بررسي?ها نشان مي?دهد كه ايجاد شبكه?هاي اجتماعي قوي در قالب گروه?ها و اجتماعات محلي و ايجاد زمينه?ها و بسترهاي لازم براي برقراري ارتباط ميان ساكنان، مي?تواند به‌صورت بازخوردي موثر سبب حل مشكلات شهري و بهبود وضعيت ساكنان گردد.

Studying intervention approaches in the urban fabrics shows their evolution and emphasis on revitalizing districts as urban cells in terms of sustainable development theory. These developments try to change two-dimensional viewpoint and sole physical attitude towards reformist and based on existing environmental capacities views. By proposing new intervention approaches in inefficient urban fabrics, Reformist views attempt to use all existing potentials in environment in order to develop and continue the life of inefficient urban areas. This is a descriptive – analytical article, using documental method to compile theoretical framework and its data is collected by questionnaires, interviews and considering all other required information from the studying sample. For data analysis, SPSS and Excel software are used. In terms of district-based planning, the present article tries to propose a model for identifying local assets and participation of residents in preparing the plan. By applying the proposed model in Bagh Azari district, this article suggests the organization plan in order to improve social interaction and good relations between residents and providing the district’s property maintenance by emphasis on spatial structure. This study shows that creating strong social networks in the form of local groups and communities and providing necessary conditions for making connection between residents help to solve urban problems as well as improve residents’ situation.
