تحليل و ارزيابي كاربري اراضي روستا- شهرهاي كوچك با استفاده از GIS مطالعه موردي؛ روستا- شهر اصلاندوز (واقع در استان اردبيل)

Analysis and evaluation of land use in small rural-towns using GIS Case Study: rural-town of Aslandvz (in Ardebil province)

دسترسي عادلانه به كاربري‌هاي شهري و استفاده بهينه از آنها يكي از مولفه‌هاي اساسي در توسعه پايدار و عدالت اجتماعي است. امروزه مفهوم زمين و فضاي شهري هم به لحاظ طبيعي و كالبدي و هم به لحاظ اقتصادي- اجتماعي تغيير كيفي پيدا كرده و در نتيجه ابعاد و اهداف كاربري اراضي نيز وسيع و غني شده است. بنابراين، استفاده از زمين و فضا به عنوان يك منبع عمومي، حياتي و ثروت همگاني، بايد با برنامه‌ريزي اصولي انجام پذيرد. با توجه به اهميت اين موضوع، در اين پژوهش به بررسي و تحليل كاربري اراضي روستا- شهر اصلاندوز با توجه به ديدگاه‌هاي كمي و كيفي پرداخته شده است. روش تحقيق، توصيفي- تحليلي و پيمايشي است. مسايل و كمبودهاي كاربري‌ها به طور جداگانه به صورت كمي و كيفي، با لحاظ كردن شرايط اجتماعي، اقتصادي و كالبدي شهر بررسي شده و با استفاده از سيستم اطلاعات جغرافيايي به تجزيه و تحليل كاربري‌ها پرداخته شده است. نتايج حاصل از اين مطالعه نشان دهنده آن است كه گسترش كالبدي اين شهر در دهه اخير و افزايش جمعيت آن، باعث عدم تعادل در كاربري اراضي آن گرديده است، بنابراين، تعادل بخشي به آن و ايجاد تمهيدات و تعيين راهكارهاي مناسب به منظور جلوگيري از گسترش بي رويه شهر و حفظ اراضي كشاورزي و منابع طبيعي پيرامون شهر را ضروري مي‌سازد. ارزيابي كمي كاربري اراضي شهر با توجه به سرانه‌ها و معيارها و همچنين ارزيابي كيفي آن با توجه به ماتريس‌هاي سازگاري، ظرفيت، مطلوبيت و وابستگي و تحليل علمي آن در اين پژوهش، نشان دهنده آنست كه بسياري ازكاربري‌هاي موجود از نظر كمي و كيفي با استانداردها و ضوابط علمي منطبق نبوده و نامتعادل است.

Fair access to urban land-use and optimal land-use are fundamental components of sustainable development and social justice. Nowadays the concepts of land and urban space in terms of both the natural-physical and socio-economic have been qualitatively changed; as the result, the extent and the purpose of land-use have got vast and rich. Therefore, land and space, as public and vital sources and properties, should be used under substantial planning. In this study, considering the importance of the issue, the use of rural lands in Aslanduz town is quantitatively and qualitatively analyzed. In this research, problems and deficiencies of land-use by empirical, descriptive and analytical methods, considering social, economic and physical conditions of the city, are quantitatively and qualitatively analyzed separately and the land-use is analyzed using geographic information system (GIS). Results indicate that physical expansion and population growth of the town in the last decade have caused imbalances in the land-use. So, making it balanced and determining appropriate strategies to prevent the abnormal expansion of the city and preservation of agricultural lands and natural resources around it are necessary. Quantitative assessment of the lands considering norms and their qualitative assessment considering compatibility, capacity, utility and dependent matrix, scientific analysis indicate much of the existing land uses are not qualitatively and quantitatively consistent with scientific standards and criteria and are imbalanced
