يكي از مهم‎ترين تحولات بازار گاز تا به امروز، تشكيل مجمع كشورهاي صادركننده‌ي گاز در سال 2001، در تهران بوده است. تلاش براي افزايش قيمت گاز، ايجاد همگني در سياست‌هاي صادراتي كشورهاي عضو و هم‎چنين ارايه‌ي يك مدل جهاني براي بازار گاز، از جمله مهم‎ترين اهدافي است كه كشورهاي عضو آن‌ها دنبال مي كنند. تشكيل مجمع، اين نگراني را در بين كشورهاي واردكننده‌ي گاز به وجود آورده كه يك كارتل (اوپك گازي) در بازار گاز در حال شكل گيري است و اين مسيله از ديد مصرف كنندگان به معناي بر هم خوردن امنيت عرضه و افزايش قيمت گاز مي‌باشد. نتايج مطالعه مبين آن است كه مجمع، قابليت و پتانسيل زيادي براي تاثيرگذاري بر بازار دارد، ولي در عين حال براي تبديل شدن به كارتل يا هر نهاد تاثيرگذار ديگري در بازار گاز با برخي موانع اساسي رو به رو است. از اين رو، با توجه به شرايط بازار گاز، ساختار كنوني مجمع و موانع پيش روي آن، حداقل در آينده‎ي نزديك امكان تشكيل كارتل در بازار گاز وجود ندارد.

Member countries have had the following three main objectives: creating an organized structure for the global gas market, creating consistency in their export policies and increasing gas prices. Establishment of the forum has sparked concerns amongst gas importers that a cartel is being formed, on the model of OPEC for the oil market, which would disrupt security of supply security and increase gas prices. Our study indicates that while the forum has good potential for impacting the gas market it faces many challenges for its transformation into a cartel or any other effective player on the gas market. We can thus conclude that given the current structure of the gas market and the forum and problems faced by the forum, at least in the near term one can not expect a cartel to be formed in the gas market.
