بررسي تاثير عملكرد دهياري ها در فعاليت هاي عمراني و خدماتي روستاها

The effects of construction activities and services in rural Dhyary

مديريت روستايي در ايران در طي چند دهه گذشته و شايد در يكصد سال اخير در ابعاد سياسي، اجتماعي، اقتصادي و فرهنگي يكي از مهم ترين و حساس ترين معضل و چالش برنامه ريزان و متخصصين توسعه روستايي بوده است. موضوع مديريت روستايي به عنوان يكي از مولفه هاي اساسي براي نيل به توسعه روستايي، متاثر از راهبردهاي كلان ملي و نيز رهيافت هاي موجود در زمينه مديريت است. در روند مديريت روستايي، ايجاد زمينه براي شكل گيري دهياري ها و وجود ساز وكار اجراي فعاليت هاي اجرايي در روستا، فصل نويني را در مديريت روستايي گشوده است. دهياري ها يكي از سازمان هاي محلي و بازوي اجرايي شوراي اسلامي روستا در نظام مديريت روستايي به شمار مي روند. با توجه به اينكه 7 سال از آغاز فعاليت دهياري ها به عنوان حلقه تكميل كننده مديريت پايدار روستايي مي گذرد و تعداد زيادي از جمعيت كشور را تحت پوشش خود دارند، بررسي تاثير و سنجش رضايت روستاييان از عملكرد دهياري ها در زمينه فعاليت هاي عمراني و خدماتي اهميت زيادي دارد. همچنين بررسي عملكرد دهياري ها و هدايت فعاليت هاي آنها در مسير مطلوب امري ضروري و حياتي است. تحقيق حاضر به بررسي تاثير عملكرد دهياري ها در فعاليت‌هاي عمراني و خدماتي روستاهاي بخش مركزي شهرستان آشتيان از توابع استان مركزي مي پردازد. در اين تحقيق با استفاده از مطالعات ميداني و اسناد كتابخانه اي، اطلاعات و داده هاي مورد نياز استخراج و به كمك توزيع كاي دو مورد تجزيه و تحليل قرار گرفت. نتايج تحقيق نشان داد كه در روستاهاي بخش مركزي شهرستان آشتيان بعد از تشكيل دهياري‌ها فعاليت‌هاي عمراني و خدماتي بطور چشمگيري افزايش يافته و باعث توسعه روستاها در زمينه عمراني و خدماتي شده است. همچنين بر اساس نتايج تحقيق ارتباط مثبتي بين عملكرد عمراني و خدماتي دهياري‌ها با خصوصيات فردي دهياران از جمله سطح تحصيلات و سابقه فعاليت آنها مشاهده شد. با توجه به بررسي هاي به عمل آمده و نتايج حاصله به نظر مي رسد با حمايت و پشتيباني دستگاه‌هاي مربوطه و همچنين كمك و مشاركت مردم در انجام فعاليت‌هاي دهياري‌ها، مي توان شاهد توسعه و پيشرفت روستاها در آينده اي نزديك بود. در اين راستا همچنين انتخاب دهياران تحصيل كرده و با تجربه، برگزاري دوره‌هاي آموزشي اثر بخش و توانمند سازي دهياران مي‌تواند روند عمران و توسعه را در روستاهاي مورد مطالعه تسريع نمايد.

Rural management in Iran during the past few decades and perhaps in recent one hundred years, has been one of the most important and most sensitive problems and challenges of rural development planners and experts in the political, social, economic and cultural dimension. Rural management as an essential component for achieving rural development, is influenced by large national strategies and approaches in the management field. In rural management stream, creating suitable conditions for formation of Dehyari (rural municipality) and existing the mechanism of implementation activities in villages and the countryside, has opened a new chapter in rural management. Dehyari (rural municipality) is considered as one of the local agencies and executive arm of Islamic rural council in rural management system. Regarding that Dehyari (rural municipalities) have been working more than seven years in the country as a complementary loop of rural sustainable management and also a main portion of countryʹs population is under their coverage, so studying the effects and measuring the satisfaction of villagers about the performance of Dehyari (rural municipality) engage in constructive and services activities is very important. Also reviewing the performance of these rural municipalities and conducting their activities in the right direction and proper manner is necessary. In the present study the effects of Dehyariʹs (rural municipalityʹs) performance in rural constructive and services activities in the villages of central division of Ashtiyan county in Markazi Province has been considered. In this research, using field and library studies, necessary data and information were collected and by the help of mining and K-square distribution were analyzed. The results showed that in the villages of central division of Ashtiyan, after formation of rural municipalities, constructive and services activities have been increased considerably and have been caused rural development and civil services improvement in rural areas. According to this study and its results, it seems that with support of related organizations and also public participation with rural municipalities, rural development could be achieved and accessible in near future.
