درآمدي به كنترل راهبردي: مطالعه موردي چشم انداز راهبردي نهاد كتابخانه هاي عمومي كشور

An Introduction to Strategic Control: A Case Study of the Strategic Perspective of the Iran Public Libraries Foundation

هدف: هدف اين پژوهش، ارايه مدل كنترل راهبردي براي اجرا و ارزيابي راهبردها و چشم?انداز راهبردي نهاد كتابخانه?هاي عمومي كشور است. روش: پژوهش حاضر به لحاظ هدف، اكتشافي و با راهبرد مطالعه موردي و جهت?گيري بنيادي است و اطلاعات با روش مطالعه كتابخانه?اي و مصاحبه عميق گردآوري شده است. يافته?ها: كنترل راهبردي به دنبال كنترل اجراي راهبردها و چشم?اندازهاي سازمان مطرح شده است. مشكل بنيادي برنامه راهبردي سازمان?ها شكاف ميان ايده?ها و آرمان?ها با عمل و اقدامات سازماني است. مدل?هاي كنترل راهبردي براي ارايه راه?حل?هاي پركردن شكاف ايده تا اقدامات راهبردي مطرح شده?اند. در حال حاضر مدل ارزيابي متوازن عملكرد به?عنوان يكي از مدل?هاي كنترل راهبردي در سازمان?ها عموميت پيدا كرده است. چشم?انداز راهبردي نهاد كتابخانه?هاي عمومي كشور به?عنوان سند بالادستي يك نهاد عمومي غيردولتي با مساله شكاف ايده تا عمل مواجه است. مقاله حاضر با توصيف قابليت?هاي اين مدل به همراه روش مطالعه موردي به دنبال تسهيل و حل اين مساله بوده و نتايج به كارگيري اين مدل را در سازمان?هاي عمومي غيردولتي مورد تحليل و بررسي قرار خواهد داد. اصالت/ارزش: پژوهش حاضر مي?تواند دستمايه مناسبي در خصوص عملياتي?سازي چشم?انداز راهبردي نهاد كتابخانه?هاي عمومي كشور به دست دهد.

Purpose: The purpose of this research is to present a strategic control model for performing and assessing the strategies and strategic perspectives of the public libraries foundation. Method: The present research is a fundament-oriented exploratory case study. The data were collected by a review of the literature in library and deep interviews. Findings: Strategic Control has been proposed after the organization perspectives and strategies accomplishment control. The basic problem of the strategic program of organizations is the gap between ideas and ideals and the organizational activities. Strategic control models have been proposed to present solutions to bridge the gap between the ideas and the strategic operations. At present, the equal assessing model of performance has come to be of general use as one of the strategic control models in organizations. The strategic perspective of the public libraries foundation as an important and senior document of a nongovernmental public foundation is faced with the problem of the gap between ideas and actions. Describing the capabilities of this model and adopting a case study method, the present article tries to solve the mentioned problem and to analyze the results of using this model in nongovernmental public organizations. Originality/Value: The present research can be a good starting point for making the strategic perspective of the public libraries foundation operational.
