Management of Defense Data Center Network

زيرساخت ارتباطي و داده‌اي در نزد سازمان‌هاي دفاعي از جايگاه ويژه‌اي برخوردار است؛ زيرا نقش بسيار مهمي در اتخاذ و اجراي تصميمات راهبردي، عملياتي و تاكتيكي ايفا مي‌كند. اين سازمان‌ها ماهيت ماموريت‌محور دارند؛ از اين رو براي اجراي اهداف خود نياز به انعطاف‌پذيري در اين زيرساخت با شرايط و وضعيت حاصل، يكپارچه‌سازي منابع به منظور بهره‌برداري بهينه از منابع، اجراي سياست‌هاي امنيتي براي حفظ و اتقاي امنيت، تخصيص منابع بر اساس اولويت و كارايي شبكه به منظور ايجاد قابليت اطمينان در اجراي عمليات هستند. برآورده‌سازي اين نيازها تحت تاثير دو عامل زيرساخت و مديريت آن است. زيرساخت مناسب از طريق تعيين دقيق نيازها، انتخاب درست معماري و طراحي و اجراي صحيح منطبق با معماري حاصل مي‌شود. هر چند رشد و توسعه اين زيرساخت‌ها در مديريت آنها تاثيرگذار است؛ اما در اين مقاله با فرض ايجاد يك زيرساخت مناسب، چگونگي مديريت اين زيرساخت مورد بررسي قرار مي‌گيرد. تا با ايجاد يك مديريت پويا و هوشمند، تخصيص مناسب منابع، كاهش زمان از كار افتادگي و ايجاد محيطي امن و كارآمد حاصل گردد. بر اين اساس يك مدل مديريتي بر اساس چارچوب FCAPS بر مبناي رويكرد سرويس‌گرايي به منظور ايجاد يك مديريت جامع شبكه پيشنهاد مي‌گردد تا بتواند نياز اين قبيل سازمان‌ها را برآورده سازد.

Communication and data infrastructure in defense organization is of prime importance because it plays a crucial role in making and implementation of strategic operational and tactical decisions. Such organizations are mission– oriented in nature, which justify their need to access to inflexible infrastructure, integrative resources for taking the maximum benefits, enforcement of security policies for security assurance and improvement and allocation of resources given the network priority and efficiency for confidence – building in implementing defensive operations. These conditions can be met in the light of two factors: infrastructure and its Management. The former is achieved through definite needs analysis, sound architecture, design and coordinated implementation. Though development of the infrastructures affects the manner they are managed, this paper takes a positive approach towards a sound infrastructure and the way it can be managed so that, rational resource allocation, elimination of waste time and creation of safe and efficient atmosphere can be guaranteed in the light of the dynamic and smart Management. To this end, a Management model based on FCAPS approach emanated from service-rendering orientation is suggested to establish a comprehensive network Management so that the organizational needs can be met.
