سياست خصوصي سازي با هدف ارتقا كارايي فعاليتها، تخصيص منابع، گسترش مشاركتهاي مردمي در بخش هاي مختلف توليدي و تجاري از جمله سياست‌هاي برنامه‌هاي توسعه است. بررسي وضعيت شركتهاي واگذار شده در بورس اوراق بهادار از مهمترين ابزار نظارتي مي باشد كه مي تواند برنامه ريزان و سرمايه گذاران را براي اتخاذ تصميمات مناسب ياري نمايد. در اين تحقيق سعي شده است عملكرد مالي شركتهايي كه به شيوه هاي بلوكي و تدريجي از طريق بورس اوراق بهادار به بخش خصوصي واگذار شده اند مورد بررسي و تحليل قرار داده، و با مقايسه عملكرد مالي شركتهاي واگذار شده، روش مناسب جهت واگذاري به بخش خصوصي و زمينه اي مناسب جهت تصميم گيري براي سرمايه گذاران ارايه دهد. روش تحقيق حاضر مقايسه اي گذشته نگر و از بعد هدف كاربردي مي باشد و با استفاده از مدلهاي محاسباتي و تكنيكهاي آمار توصيفي، اطلاعات مورد تجزيه و تحليل قرار گرفته است. جامعه آماري تحقيق، عبارت است شركتهايي كه در سال 1386 در اجراي سياست خصوصي سازي از طريق بورس به شيوه هاي بلوكي و تدريجي به بخش خصوصي واگذار شده اند و لذا در دوران قبل و بعد از واگذاري عضو بورس اوراق بهادار بوده و داراي تداوم فعاليت مي باشند، كه شامل 21 شركت( 11 شركت به شيوه بلوكي و 10 شركت به شيوه تدريجي) بوده است.كه جهت مقايسه عملكرد مالي، اطلاعات مالي دو سال قبل و دو سال بعد(1384 لغايت 1388) شركتهاي مذكور از صورتهاي مالي استخراج شده است. نتايج بدست آمده از مقايسه عملكرد مالي شركتهاي واگذار شده، بهبود عملكرد مالي شركتهايي است كه به شيوه بلوكي به بخش خصوصي واگذار شده اند. لذا مي توان واگذاري به شيوه بلوكي را روش مناسبتري جهت واگذاري به سازمان خصوصي سازي ارايه كرد و زمينه اي مناسب جهت اتخاذ تصميم گيري درست و منطقي براي سرمايه گذاران مي باشد.

The study has tried to financial performance of companies that block and gradual manner through the stock exchange have been privatized and analyzed the data reviewed, and compared the financial performance of companies assigned, a suitable method for transfer to the private sector and the appropriate underlying the decision to offer investors. Methods A retrospective study comparing objective and then is applied using computational models and techniques of descriptive statistics, data analysis has been. Statistical research community, which includes companies in 1386 in implementing the privatization policy through stock block and practices gradually been privatized and therefore during the before and after submission Stock Exchange member and has a continuing activities be, which includes 21 companies (11 companies and 10 companies block the way to the gradual approach) respectively. which to compare financial performance, financial information for two years before and two years later (1384 till 1388) of the companies financial statements have been extracted . The results of comparing the financial performance of companies assigned to improve the financial performance of companies that block the way, have been privatized. Therefore, practices can be transferred to the block assignment method suitable for presentation to the Privatization Organization, and the appropriate underlying the decision to adopt just and reasonable is for investors.
