ساختار نظام بين‌الملل و چگونگي برخورد با قدرت هسته‌اي ايران و رژيم‌صهيونيستي

Structure of international system and strategy of dealing with Iran and Zionist regime’s nuclear power

نظام بين‌الملل، نظامي است كه همه كشورها در آن خواستار افزايش قدرتند و يك كشور نمي‌تواند قدرتش را افزايش داده و بر همگان غلبه كند. بر اساس منطق حاكم بر نظام بين‌الملل، قدرت‌هاي بزرگ به عنوان صحنه ‌آراي اصلي نمايشنامه‌هاي بين‌المللي، هنجارها و قواعد بازي را مي‌نويسند، به صحنه مي‌آورند و اجرا مي‌كنند و اگر برخلاف منافع ملي آنها باشد، آن ‌را ناديده مي‌گيرند. جوهره ‌اصلي استدلال نوواقع‌گرايان اين است كه دستيابي به قدرت هسته‌اي از سوي كشورهاي كوچك خطرآفرين نيست، بلكه خطر اصلي از ناحيه قدرت‌هاي ديرين است كه نظام بين‌الملل را تهديد مي‌كنند. لذا جهان امروز شاهد رفتار دوگانه قدرت‌هاي بزرگ با فعاليت‌هاي هسته‌اي ايران و رژيم صهيونيستي است. ايران را از دستيابي به فناوري صلح‌آميز هسته‌اي باز مي‌دارند و رژيم صهيونيستي را در تجهيز به سلاح هسته‌اي حمايت مي‌كنند. اين روند، به ويژه با حمايت آمريكا و مشاركت ديگر قدرت‌هاي مطرح، در حال اجرا است. مقاله پيش رو با تمركز بر اين موضوع، تلاش مي‌كند علت اين نحوه برخورد را با نگرش به ماهيت نظام بين‌الملل كنوني بررسي نمايد و معتقد است، در بطن نظام بين‌الملل موجود، كشورهاي برتر، افزايش و نمايش قدرت امريكا را به عنوان چالش در مقابل ‌اهداف حياتي خود تصور نمي‌كنند؛ بلكه آن‌را در قالب هنجارها و ارزش‌هايي مي‌يابند كه در بستر آن منافع خود را تامين شده مي‌بينند.

International system is of the nature in which all states are seeking for increased power and no single state can do it and dominate over all states. Based on the logic governing the international system, great powers are the major players of the international plays; they compose the rules of the game, bring them to the sense, and then perform. The rules can be ignored if they are contrary to their national interests. Gist of the argument of the neo-realists is that access of small powers to nuke is dangerous, while the real threat is from those traditional powers which threaten the international system. Then, the world is witness to double standards exerted by the great powers in dealing with the nuke activities of Iran and Zionist occupier regime. They prevent Iran from gaining access to peaceful nuke while equipping Zionist occupier regime with nuclear weapons. This strategy, being underway, is specially supported by the USA and participation of certain great powers. Focusing on this issue, the present study attempts to address this double-standard given the current nature of the international system. Accordingly, it is held that presently great powers do not look at the USA increasing power and its display as a challenge for their vital objectives rather they evaluate them based on norms and values which guarantee their interests.
