طراحي الگوي برنامه ريزي راهبردي در توسعه فضاهاي رهاشده شهري با استفاده از رويكرد تلفيقي فازي و SWOT؛ نمونه موردي: شهر يزد

Strategic Planning for Development of Brown Fields in Historical Zone of Yazd City with Fuzzy SWOT Analysis

بافت تاريخي شهر يزد يكي از ارزشمندترين بافت هاي تاريخي شناخته شده در ايران و شايد در دنيا است. اين بافت كه در گذشته محل زندگي اقشار اصيل و متمكن شهر يزد بوده، امروزه تبديل به محل زندگي اقشار عمدتا كم درآمد و اغلب غير بومي شده است. اين امر، روز به روز، اين بافت را به سمت فرسودگي كامل نزديكتر مي كند. يكي از نشانه هاي فرسودگي اين بافت، شكل گيري و رشد روزافزون فضاهاي رها شده است. اين فضاها علاوه بر تشويش مناظر بصري بافت تاريخي، به محل مناسبي براي فعاليتهاي نامتعارف اجتماعي و ساير مسايل تبديل شده و در عين حال، به طور غير مستقيم، توسعه پراكنده و نامنظم را در زمين هاي حاشيه اي شهر يزد موجب شده است. اين تحقيق، ابتدا مسايل ناشي از وجود اين فضاها در بافت تاريخي شهر يزد را مورد بررسي و تحليل قرار داده و براساس يافته هاي تحقيق، برنامه راهبردي براي توسعه اين فضاها ارايه مي كند. روش تحقيق به كار رفته در اين پژوهش، بر مبناي تلفيق تكنيك SWOT و منطق فازي است. از اين طريق، قطعيت عوامل داخلي و خارجي موثر بر سيستم، به صورت نسبي و بازه اي تغيير مي كند. يافته هاي نهايي چهار راهبرد كلان را براي توسعه اين فضاها در بافت تاريخي شهر يزد ارايه داده است.

Historical zone of the city of Yazd is recognized as one of the most valuable historical zones in Iran, and perhaps in the world. It is now as one of the main destination of national and international tourists. Historically, this zone was residential part of the city for higher social class groups high income people. However, it is now converted mostly to lower-income and often non-native social classes. This process gradually affected the deterioration of this city texture. One of the signs of exhaustion is the growth and increase of Brownfield areas in this zone. Furthermore, these spaces have destroyed visual landscape of the historical zone and have been converted to unusual activities and serious social problems. This problem has also led to urban sprawl in Greenfield peripheries of the city, indirectly. The methodology of this research is based on combination of SWOT analysis and fuzzy logic technique. In this method, certainty of internal and external factors converted to uncertainty and relative mode. The findings of this research suggest four strategies to develop these spaces in historical zone of the city of Yazd.
